This article analyzes the Qualifica RS program to verify the extent to which the program complies with its innovation proposal. As methodological support documents, the database of the Superior Electoral Court and the Official Gazette of the State of RS were consulted. We counted on the theoretical contribution of authors such as VERGER; ROBERTSON (2012); NEUMAN; CLARK (2012), EVANGELIST; SHIROMA (2018), among others. It was concluded that the program enables the expansion of the private sector within the public sphere and that the result of the “technical” selection does not meet the alleged political exemption promised.
