This article aims to discuss the fund policy from the point of view of the advances, the limits, and the possibilities of constituting the financing of basic education in Brazil. We conducted documentary research (LÜDKE; ANDRÉ, 1986) supported by historical-dialectical materialism (MARX, 1985). The findings revealed that the new FUNDEB, by expanding the redistribution of public resources to private institutions, has not yet overcome the shortcomings of previous fund policies and may strengthen the dispute for the public fund between public-private partnerships.
