In recent decades, governments have made efforts to make Brazilian higher education less elitist and more democratic. The Educational Quota Law is an example of a redistribution policy that has led to an increase in attendance rates for disadvantaged and lower socioeconomic groups. However, access is only part of the inclusion process. With quotas as an object, what is the condition of quota students? Based on a logical deduction between Nancy Fraser's theory of parity of participation and empirical evidence from a Federal Institute, it argues that democratization policies need to pay attention to issues of recognition and representation to become more effective and provide relations of justice.
