In this article, the transparency of budget laws is discussed and the quality of the information made available regarding education goals in the 2014-2017 budget cycle of municipalities in the Brazilian state of Paraná is verified. Initially, we observe how these laws and their content are presented, creating, then, an index of publicity profile. After that, seven municipalities are selected to investigate aspects related to the intelligibility of the information. It was observed that problems related to the access to publicity and intelligibility of these laws hinder social control.
