Abstract

We sought to understand, based on Freire (1991; 1996; 2013), Paro (1986), and Souza (2009), the challenges to the advancement of democratic management in the daily life of Federal Institutes. This is a qualitative, documentary, bibliographical research based on interviews with actors from the academic community. Despite legal achievements in the equity of councils, participation is still marked by limited substantive practices. On the other hand, possible paths for the effectiveness of democratic management are highlighted, based on propositions from the subjects involved.
