The implementation of public policies requires, in addition to the political action of the legislative and executive, the monitoring of public policy observatories. Because of this, the objective of the work was to analyze, based on the implementation of public policy observatories in Brazil, the performance of the Observatory of the National Education Plan (OPNE, in Portuguese) with the purpose of understanding its role in monitoring the PNE 2014-2024. We start from an investigation based on the critical perspective of reality based on the historical method and with the contribution of bibliographic research methodology. We understand that we are at a favorable historical moment for the action of policy observatories due to the level of democracy adopted by the contemporary government and that the data obtained and compiled by the PNE Observatory constitutes a tool for evaluating the policy implemented at national level. We also understand that OPNE plays an important role in advocacy for education, which can be constituted, depending on its power of influence and that of its partners, as private interference in the renewal of the Brazilian education policy cycle.
