The article aims to reflect on the challenges of democratic and participatory school management in Brazilian public education to improve the quality education in the country. This is a study based on studies by Libâneo (2028), Silva (2015), Luck (2017), Paro (2016), Saviani (2021), among others; as well as some legal documents: Constitution of the Federative Republic of Brazil of 1988, the Law of Guidelines and Bases of National Education of 1996. The analysis undertaken reveals that democratic and participatory school management is an essential factor for the social quality of public education in Brazilian educational context, although neoliberal total quality management also disputes the school and its educational project. The study made it possible to identify internal and external challenges to the school that imply the materialization of democratic and participatory management. And it showed that overcoming these challenges requires strategies that involve the different school sectors in the management process.
