Este estudo envolve 34 escolas de três diferentes municípios abrangendo 44 professores de primeiras séries, 389estudantes e 33 pais de alunos. Dados estatísticos e históricos foram coletados a fim de analisar a evolução da qualificação de professores da escola de 1º grau em Sergipe e o impacto da qualificação dos professores sobre o orçamento municipal. Observação em sala de aula e questionário para estudo do perfil dos professores; teste de Linguagem e Matemática para uso com os estudantes e entrevistas com os pais foram os procedimentos usados. De acordo com a análise de covariância, a variável "qualificação do professor" se coloca como a mais significante - diferenças foram encontradas no desempenho de alunos preparados pelo programa Logos II. Contudo, a "idade dos estudantes" e "anos de experiência de ensino" foram também consideradas importantes. Este estudo mostra claramente que o currículo da Escola Normal precisa ser revisado e revitalizado; e a transferência da responsabilidade da escola de 1º grau para o município precisa ser reanalisada.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[The main goal of this study was to investigate the impact of teachers qualification programs on students, community and municipal budgets. It dealt with 34 schools from three different district areas comprising 44 first grade teachers, 389 students, and 33 of their parents. Statistical and historical data were gathered in order to analyse the evolution of the Elementary School teachers' qualification in Sergipe and the impact of teachers' qualification on the municipal budgets. Classroom observation and questionary for the teachers; Language and Mathematics tests for the students and interviews with students' parents were procedures used. According to the statistical analysis of covariance, the variable "teacher qualification" remains as the most significant one - differences were found in the students' performances for teachers prepared by the Logos II program. However, "students" age and years of teaching experience" were also found important. This study clearly shows that the "Normal School" curriculum needs to be reviewed and revitalized; and the tranference of the elementary school responsability to the municipality should be reanalized.]]></p></abstract>
