As leis e os decretos concernentes ao ensino superior no período são explicados como resultado do projeto GERES (Grupo Executivo para a Reformulação da Educação Superior), de 1986, e da estratégia governamental de minimizar as resistências a tal reforma, principalmente das universidades públicas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This article presents the logic of the higher education reform undertaken by the Federal Government in Brazil, in the period 1995/97. Laws and decrees relative to higher education in the period are explained by the 1986 GERES (Higher Education Reform Executive Group), and by Government strategy to minimize resistance to such reform, in particular resistance stemming from public universities.]]></p></abstract>
