Apoiado na an&#225;lise dos estudos te&#243;rico-emp&#237;ricos que versam sobre a avalia&#231;&#227;o do PAR na esfera municipal, publicados no per&#237;odo 2007-2012, o presente artigo visa ao delineamento de alguns dos desafios postos ao desenvolvimento da atual pol&#237;tica nacional PAR. Observa que a presta&#231;&#227;o de assist&#234;ncia t&#233;cnica e financeira por parte do MEC tem sido crescente e consensualmente ajuizada como deficit&#225;ria, acarretando interrup&#231;&#227;o de um elevado n&#250;mero de a&#231;&#245;es desencadeadas pelos munic&#237;pios, com impactos mais expressivos na dimens&#227;o correspondente &#224; forma&#231;&#227;o inicial e continuada de professores (Educa&#231;&#227;o Infantil e Ensino Fundamental) e demais profissionais da educa&#231;&#227;o, quadro agravado por grandes debilidades locais, em especial as decorrentes dos elevados d&#233;ficits de qualifica&#231;&#227;o de pessoal t&#233;cnico e de infraestrutura.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract: Starting from 2012, The Plan of Articulated Actions (PAR) is no longer limited to the Plan of Goals All for Education, ascending to the condition of State policy. Supported in the analysis of empirical-theoretical studies that approach the evaluation of PAR in the municipal sphere, published from 2007-2012, this paper aims to outline some of the challenges posed to PAR current national policy's development. It observes that the maintenance and financial support from MEC has been increasingly and consensually judged as deficient, bringing as a result, interruption of an elevated rate of actions unchained by municipalities. The lack of financial support has more expressive impacts in the dimension of initial and continuing teacher professional development (Infantile Education and Elementary Education) and other education professionals, an aggravated scenario due to local fragilities, especially the ones caused by technical qualification and infrastructure's elevated deficits.]]></p></abstract>
