O objetivo é conhecer o que falam as participantes sobre a qualidade e as perspectivas do atendimento prestado a essa etapa educacional, utilizando a pesquisa documental/bibliográfica e entrevistas semiestruturadas como estratégias metodológicas. O texto (i) trata dos municípios pesquisados e do contexto do atendimento; (ii) analisa a fala de pessoas que atuam na linha de frente para entender como percebem a política pública e o seu reflexo; e (iii) destaca os atributos e/ou requisitos que conferem qualidade à EI e as suas perspectivas. Os resultados encontrados mostram que a EI está consolidada no marco legal brasileiro, revelando, contudo, grande distância do que é encontrado na prática, expresso nas falas de professoras e familiares, tanto em relação ao acesso (falta de vagas) como no que se refere à qualidade da Educação ofertada nas unidades pesquisadas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This paper analyzes two researches about public policies of Early Childhood Education (ECE) carried out from the point of view of teachers and family members &#8211; one in the municipality of Nova Iguaçu, in the Metropolitan Region of Rio de Janeiro, and the other in the municipalities of Rio de Janeiro and Nova Iguaçu. The objective is to acknowledge what the participants say about the quality and the perspectives of the service offered to at this educational stage, using documental/bibliographical research and semi-structured reviews as methodological strategies. The text (i) addresses the municipalities researched and the context of the service; (ii) analyzes the speech of people who is on the front line to understand how they perceive the public policy and its reflection; and (iii) highlights the attributes and/or requirements that confer quality to ECE and their perspectives. The results show that ECE is consolidated in Brazilian legal framework, revealing, however, a great distance to what is found in practice, expressed in the speeches of teachers and family members, both in relation to access (lack of vacancies), and with regard to the quality of the Education offered in the researched units.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este artículo analiza dos investigaciones sobre políticas públicas en la Educación Infantil (EI) realizadas desde la perspectiva de los profesores y familiares &#8211; una en el municipio de Nova Iguaçu, en la Región Metropolitana de Río de Janeiro, y otra en los municipios de Rio de Janeiro y Nova Iguaçu. El objetivo es conocer lo que dicen los participantes sobre la calidad y las perspectivas de la atención prestada a esta etapa educativa, utilizando la investigación documental/bibliográfica y las entrevistas semiestructuradas como estrategias metodológicas. El texto (i) abordalos municipios investigados y el contexto de la atención; (ii) analiza el discurso de las personas que están en primera línea para entender cómo perciben la política pública y su reflejo; y (iii) destaca los atributos y/o los requisitos que confieren calidad a la EI y sus perspectivas. Los resultados encontrados muestran que la EI está consolidada en el marco legal brasileño, revelando, sin embargo, un gran distanciamiento de lo que se encuentra en la práctica, expresado en las declaraciones de docentes y familiares, tanto en relación al acceso (falta de vacantes) como en lo referente a la calidad de la Educación ofrecida en las unidades investigadas.]]></p></abstract>
