The study focuses on the contradictions by analyzing policy documents related to the two themes. The results suggest the ways that contradictions in the anthropological and teleological perspectives assumed by these policies obstruct provision of basic education that includes social quality. Basic educational evaluation policies are aimed at regulation, seeking to produce indices that normalize and homogenize the subjects of education, legitimizing identities. On the other hand, human rights educational policies aim to emancipate subjects by considering the diversity that characterizes and organizes them, enabling the creation of resistance and project identities that can operate from a counter-hegemonic perspective.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo A investiga&#231;&#227;o tem por objetivo analisar as contradi&#231;&#245;es entre aspectos antropol&#243;gicos e teleol&#243;gicos nas pol&#237;ticas de avalia&#231;&#227;o e de educa&#231;&#227;o em direitos humanos para a educa&#231;&#227;o b&#225;sica. O estudo assume como categoria central a contradi&#231;&#227;o na an&#225;lise de documentos legais relativos &#224;s tem&#225;ticas em discuss&#227;o. Os resultados da pesquisa apontam o quanto as contradi&#231;&#245;es nas perspectivas antropol&#243;gicas e teleol&#243;gicas, dessas pol&#237;ticas incidem como obst&#225;culos na efetiva&#231;&#227;o da educa&#231;&#227;o b&#225;sica de qualidade social. As pol&#237;ticas de avalia&#231;&#227;o da educa&#231;&#227;o b&#225;sica t&#234;m como finalidade a regula&#231;&#227;o, com vistas &#224; produ&#231;&#227;o de &#237;ndices que normatizam e hegemonizam os sujeitos, produzindo identidades legitimadoras. Por outro lado, as pol&#237;ticas de educa&#231;&#227;o em direitos humanos t&#234;m por finalidade a emancipa&#231;&#227;o dos sujeitos, considerados na diversidade que os caracteriza e configura, possibilitando a constitui&#231;&#227;o de identidades de resist&#234;ncia e de projetos capazes de atuar numa perspectiva contra-hegem&#244;nica.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen La investigaci&#243;n tiene como objetivo analizar las contradicciones entre los aspectos antropol&#243;gicos y teol&#243;gicos de la evaluaci&#243;n y los derechos humanos en las pol&#237;ticas educativas para la educaci&#243;n b&#225;sica en Brasil. El estudio toma como categor&#237;a central la contradicci&#243;n en el an&#225;lisis de documentos legales relacionados con los temas en discusi&#243;n. Los resultados de la investigaci&#243;n muestran c&#243;mo las contradicciones en las perspectivas antropol&#243;gica y teol&#243;gica, asumidas por estas pol&#237;ticas obstruyen la ejecuci&#243;n de una educaci&#243;n b&#225;sica de calidad social. Las pol&#237;ticas de evaluaci&#243;n en Brasil est&#225;n dirigidas a la regulaci&#243;n, con miras a los &#237;ndices que normalizan y homogeneizan los sujetos de la educaci&#243;n, produciendo identidades legitimadoras. Por otra parte, las pol&#237;ticas educativas en los derechos humanos tienen como objetivo la emancipaci&#243;n de los sujetos, considerando la diversidad que los caracteriza y configura, lo que permite la creaci&#243;n de identidades de resistencia y de proyectos identidades que pueden operar desde una perspectiva contra hegem&#243;nica.]]></p></abstract>
