Dela decorrem dificuldades na vinculação de estudantes. Este artigo investiga aspectos que constituem e influenciam o isolamento e a sensação de não pertencimento dos estudantes em cursos superiores. Busca então projetar uma política pública que possa lidar com esse problema. Foi realizada revisão de literatura para o desenvolvimento de um Diagrama de Ishikawa, ferramenta utilizada para compreender o problema. Foram apontadas dificuldades tanto de vinculação com professores, pares estudantes, ambiente institucional pedagógico e técnico-administrativo, quanto de infraestrutura institucional e de condições pessoais. Foi proposto um programa que fomente cursos, oficinas e clubes com atividades regulares voltados para a vinculação social e institucional. A Teoria da Mudança, ferramenta utilizada para planejar o programa, estruturou resultados e impactos, organizando indicadores para uma avaliação.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Distance Education involves different times and spaces in pedagogical processes. This results in difficulties in students&#8217; social connection. This article seeks to investigate aspects that constitute and influence isolation and the feeling of not belonging among students enrolled in Higher Education courses. Then, it seeks to design a public policy to address this problem. A literature review was carried out to develop the Ishikawa Diagram, a tool for understanding the problem. Difficulties in connection with teachers, student peers, institutional pedagogical and technical-administrative environment, as well as institutional infrastructure and personal conditions were highlighted. A program was proposed that encourages courses, workshops and clubs with regular activities aimed at social and institutional ties. The Theory of Change, a tool used to plan the program, structured results and impacts and organized indicators for evaluation.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen La Educación a distancia involucra diferentes tiempos y espacios en los procesos pedagógicos. Esto resulta en dificultades en la conexión social de los estudiantes. Este artículo busca investigar aspectos que constituyen e influyen en el aislamiento y el sentimiento de no pertenencia entre los estudiantes de carreras de Educación Superior. Luego, se busca diseñar una política pública que pueda enfrentar este problema. Se realizó una revisión de la literatura para desarrollar lo Diagrama de Ishikawa, herramienta utilizada para comprender el problema. Se resaltaron dificultades en la vinculación con docentes, pares de estudiantes, entorno pedagógico y técnico-administrativo institucional, así como en la infraestructura institucional y condiciones personales. Se propuso un programa que fomente cursos, talleres y clubes con actividades periódicas orientadas al vínculo social e institucional. La Teoría del Cambio, herramienta utilizada para planificar el programa, estructuró resultados e impactos y organizó indicadores para su evaluación.]]></p></abstract>
