Realçamos a emergência dos discursos sobre a "infantilização da pobreza", associada às estratégias de focalização de ações e de políticas sociais, dentre estas as de educação, nos chamados segmentos vulneráveis da população. Tais discursos atualizam antigas práticas de educação compensatória, criando novos dispositivos de controle sobre as crianças e suas famílias. A análise do contexto brasileiro evidencia os crescentes nexos entre as iniciativas governamentais locais e aquelas predominantes em outros países da região latino-americana, especialmente no que concerne à segmentação da educação infantil (priorização da pré-escola). O estudo desenvolvido demonstra a presença na região, em âmbitos governamentais e não governamentais, de discursos conservadores de caráter economicista e biologizante que pretendem ser orientadores desta etapa educativa.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This work approaches the current politics dedicated to education for small children in Latin America. We emphasize the emergency of the discourses about the "poverty infantilization", which is associated to strategies for targeting actions and of social politics, including the educational ones, nominated as vulnerable segments of the population. Such discourses renovate old practices of compensatory education, creating new controlling actions on children and their families. The analysis of the Brazilian context evinces the growing nexus between the local government initiative and the ones which are predominant in other countries from the Latin American region, especially regarding the segmentation of the Early Childhood Education (Nursery School prioritization). The study developed demonstrates the presence in the region, in government and non-government ambit, of conservative discourses on matters of economistic and biologizing which intend to be guiding in this educational stage.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Abordamos en este trabajo las políticas actuales destinadas a la educación de los niños pequeños en América Latina. Realzamos la emergencia de los discursos sobre la "infantilización de la pobreza", asociada a las estrategias de focalización de acciones y de políticas sociales, entre la cuales las de educación, en los llamados segmentos vulnerables de la población. Tales discursos actualizan antiguas prácticas de educación compensatoria, creando nuevos dispositivos de control sobre los niños y sus familias. El análisis del contexto brasileño deja en evidencia los crecientes nexos entre las iniciativas gubernamentales locales y aquellas predominantes en otros países de la región latinoamericana, especialmente en lo que concierne a la segmentación de la educación infantil (priorización de la pre-escuela). El estudio desarrollado demuestra la presencia en la región, en ámbitos gubernamentales y no-gubernamentales, de discursos conservadores de carácter economicista y biologisante que pretenden ser orientadores de esta etapa educativa.]]></p></abstract>
