Inicialmente, apresentam-se aspectos gerais voltados à Gestão Pública, Gestão por Competências e o que está em curso no setor público. A seguir, são esclarecidos os desafios à implantação dessa abordagem de gestão diante dos ordenamentos jurídicos no Brasil. A pesquisa é de essência qualitativa, usa entrevista semiestruturada e análise de conteúdo, combinando informações empíricas e referências sobre o tema. São analisados aspectos como a sensibilização dos servidores, a necessária desvinculação da gestão por competências da avaliação por competências, o próprio modelo burocrático e suas disfunções. Os resultados revelam que tão importante quanto o desenvolvimento do modelo de gestão por competências está o posicionamento estratégico das organizações, assim como a aprendizagem organizacional; que é um equívoco acreditar que apenas programas de formação e treinamento levam ao desenvolvimento de competências; que a gestão por competências exige uma organização transformada, com identidade corporativa e que enfrenta os novos desafios externos e internos. O caminho que deve ser adotado pelo IFB para implantar Gestão por Competências, a partir da pesquisa, é seguir modelos adotados por instituições que apresentaram resultados satisfatórios, além de estudar e respeitar o ambiente organizacional do IFB]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The study investigates the implementation of competency management from the viewpoint of the Federal Institute of Brasília's servers, relating the conceptions of the model with the practice of these. Initially, there are general aspects related to Public Management, Management by Competencies and what is happening in the public sector. Next, the challenges to the implementation of this management approach in legal systems in Brazil are clarified. The research is of qualitative essence, uses semi-structured interview and content analysis, combining empirical information and references on the subject. It analyzes aspects such as the awareness of the servers, the necessary untying of the management by competences of the evaluation by competences, the bureaucratic model itself and its dysfunctions. The results show that as important as the development of the competency management model is the strategic positioning of organizations, as well as organizational learning; That it is a misconception to believe that only training and training programs lead to the development of skills; That management by competencies requires a transformed organization with a corporate identity that faces the new external and internal challenges. The path that IFB should adopt to implement Competency Management, based on the research, is to follow models adopted by institutions that have presented satisfactory results, in addition to studying and respecting the organizational environment of the IFB.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN El estudio investiga la implementación de la gestión por competencias a partir de la visión de los servidores del Instituto Federal de Brasilia, relacionando las concepciones del modelo con la práctica de esos. Inicialmente, se presentan aspectos generales orientados a la Gestión Pública, Gestión por Competencias y lo que está en curso en el sector público. A continuación, se aclaran los desafíos a la implantación de ese enfoque de gestión ante los ordenamientos jurídicos en Brasil. La investigación es de esencia cualitativa, utiliza entrevista semiestructurada y análisis de contenido, combinando informaciones empíricas y referencias sobre el tema. Se analizan aspectos como la sensibilización de los servidores, la necesaria desvinculación de la gestión por competencias de la evaluación por competencias, el propio modelo burocrático y sus disfunciones. Los resultados revelan que tan importante como el desarrollo del modelo de gestión por competencias es el posicionamiento estratégico de las organizaciones, así como el aprendizaje organizacional; que es un equívoco creer que sólo programas de formación y entrenamiento conducen al desarrollo de competencias; que la gestión por competencias exige una organización transformada, con identidad corporativa y que enfrenta los nuevos desafíos externos e internos.
