Metodologicamente, o estudo segue uma orientação qualitativa que utilizou documentos legais e entrevistas reflexivas com três professoras gestoras de Agrupamentos de Escolas da Região Metropolitana do Porto e três professoras do ensino superior da área da educação e com intervenção ativa nas políticas de gestão curricular e no programa TEIP. Os resultados indicam que os TEIP são uma política de discriminação positiva que se alinha, em seus princípios e propósitos, com os conceitos de justiça social e curricular e tem promovido, no contexto de escolas/agrupamentos de escolas, movimentos de mudança e mais-valias nos modos de pensar e atuar de professores e diretores. As melhorias no sucesso escolar têm acontecido gradativamente e convivem com limites que extrapolam o âmbito escolar. Nestas, identificam-se, no entanto, tensões entre a dimensão do cuidar, proteger, promover o desenvolvimento pessoal e social e promover o sucesso escolar.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The article analyzes the effects of the Territorial Educational Priority Intervention Policy (TEIP) in Portugal, as a measure intending to promote learning and school success, based on the characterization of the political framework and perceptions of teachers of basic and higher education, involved in this policy. Methodologically, the study follows a qualitative orientation that used legal documents and reflective interviews with three management teachers of the Metropolitan Region of Oporto school clusters and three higher education teachers in the education area with active intervention in curriculum management policies and in the TEIP program. It is possible to conclude that the TEIP is a policy of positive discrimination aligning, in its principles and purposes, with the concepts of social and curricular justice. In the context of schools / school clusters, it is promoting changes and capital gains in the ways teachers and principals think and act. The improvements in school success have been happening gradually and coexist with limits that go beyond school. In these, however, tensions are identified between the dimension of caring, protecting, promoting personal and social development and promoting school success.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN El artículo analiza los efectos de la Política de Intervención de Prioridad Educativa Territorial (TEIP) en Portugal, como una medida para promover el aprendizaje y el éxito escolar, basado en la caracterización del marco político y las percepciones de los docentes de educación básica y superior involucrados en esta política. Metodológicamente, el estudio sigue una orientación cualitativa que utilizó documentos legales y entrevistas reflexivas con tres maestros directivos de centros escolares de la Región Metropolitana de Porto e docentes de educación superior con intervención activa en estudios curriculares y en el programa TEIP. Como resultado, se concluye que el TEIP es una política de discriminación positiva que, en sus principios y propósitos, se alinea con los conceptos de justicia social y curricular y, en el contexto de las escuelas/ agrupaciones de escuelas, promovió el movimiento de cambio y en las formas de pensar de profesores y directores. Las mejoras en el éxito escolar han estado ocurriendo gradualmente y coexisten con límites que van más allá de la escuela. En estos, sin embargo, se identifican tensiones entre la dimensión de cuidar, proteger, promover el desarrollo personal y social y promover el éxito escolar.]]></p></abstract>
