O recorte temporal utilizado foi de 2009 a 2018. Metodologicamente, a pesquisa tem caráter qualitativo e foi realizada a partir de uma revisão de literatura, com a qual foram localizados 38 trabalhos. A análise dos estudos foi efetuada com base nas seguintes categorias: (1) Implementação e atuação ordinária dos conselhos municipais, desarticulações entre os meios e os fins; (2) Atuação dos conselhos municipais na mediação entre políticas educativas específicas de níveis federais e municipais; (3) Falta de autonomia dos CMEs e suas implicações na qualidade da educação. Dentre os resultados, destacamos que o principal desafio evidenciado foi o &#8220;caráter burocrático&#8221;, apontado nos trabalhos como uma grande marca que impede ou dificulta a implementação e o desempenho das atividades desse órgão institucional. Sinalizamos, por fim, que as práticas em políticas públicas devem estar direcionadas a um horizonte ético, que, para além da promoção da equidade, deve potencializar o sujeito e o reconhecimento de sua humanidade.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article aimed to present an overview of the knowledge produced about education city councils in theses and dissertations available in the CAPES database, in the period from 2009 to 2018. The time frame used was from 2009 to 2018. Methodologically, the research has character qualitative and was carried out from a literature review, with which 38 works were located, based on the search criteria considered. The analysis of the studies was performed by reading the title and summary of the studies, based on the following categories: (1) Implementation and ordinary performance of municipal councils, disarticulation between means and ends; (2) Actions of municipal councils in mediating between specific educational policies at federal and municipal levels; (3) CMEs' lack of autonomy and its implications for the quality of education.Among the results, it is noteworthy that CMEs present many practical challenges in the exercise of their daily functions. Of the most outstanding, the &#8220;bureaucratic character&#8221; is pointed out in the works as a major brand that prevents or hinders the implementation and performance of the activities of this institutional body. Still, we emphasize that public policy practices must be directed towards an ethical horizon, which, in addition to promoting equity, should enhance the subject and the recognition of his humanity.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este artículo tiene como objetivo presentar un panorama de los estudios que problematizan o evidencian los desafíos que enfrentan los Consejos Municipales de Educación (CME), a partir de tesis y disertaciones disponibles en la base de datos CAPES. El período de tiempo utilizado fue de 2009 a 2018. Metodológicamente, la investigación tiene un carácter cualitativo y se realizó a partir de una revisión de la literatura, con la que se encontraron 38 estudios. El análisis de los estudios se realizó con base en las siguientes categorías: (1) Implementación y funcionamiento ordinario de los consejos municipales, desarticulación entre medios y fines; (2) Papel de los consejos municipales en la mediación entre políticas educativas específicas a nivel federal y municipal; (3) La falta de autonomía de las CME y sus implicaciones para la calidad de la educación. Entre los resultados, destacamos que el principal desafío evidenciado fue el &#8220;carácter burocrático&#8221;, señalado en los trabajos como una marca mayor que impide u obstaculiza la implementación y desempeño de las actividades de este organismo institucional. Finalmente, señalamos que las prácticas de política pública deben orientarse hacia un horizonte ético, que además de promover la equidad, debe potenciar al sujeto y el reconocimiento de su humanidad.]]></p></abstract>
