A pesquisa foi realizada mediante estudos bibliográficos e documentais. O texto busca apresentar os princípios relativos a gestão democrática, contidos na Constituição Federal de 1988 e na LDB 9394/96, bem como demonstrar como a visão empresarial representada pela Nova Gestão Pública tem se manifestado como referência para a composição da Matriz Nacional Comum de Competências do Diretor. Os resultados do estudo mostram que a matriz de competências tenta padronizar e uniformizar processos na gestão das escolas. Na realidade, a organização da matriz coaduna com um projeto de educação sintonizado com os interesses de mercado ao transferir o sentido uniforme e padronizado, presente no setor privado, para as escolas públicas.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The study analyzes the New Common National Matrix of Competencies of the Principal, approved by the National Council of Education &#8211; NCE [CNE], and identifies the concept of management present in the document, more precisely, how the concepts of New Public Management appear in the proposal and their possible effects on the work of the school principal. The research was carried out through bibliographic and documentary studies. The text seeks to present the principles related to the democratic management, established in the Federal Constitution of 1988 and on the LDB 9394/96, as well as demonstrating how the entrepreneurial vision, represented by the New Public Management, has been a reference for the composition of the Common National Competencies Matrix of the Principal. The results of the study show that the Competencies Matrix tries to unify and standardize processes in school management. In reality, the organization of the matrix is consistent with an education project according with the market interests by transferring the adequate and standardized sense, present in the private sector, to public schools.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El estudio analiza la Nueva Matriz Nacional Común de Competencias del Director, aprobada por el consejo nacional de la educación - CNE, visando identificar la concepción de la gestión presente en el documento, más precisamente, como los conceptos de la nueva gestión pública presente en la propuesta y sus posibles efectos en el trabajo del director escolar. La investigación fue realizada mediante estudios bibliográficos y documentales. El texto presenta los principios relativos de la gestión democrática, que están contenidos en la constitución federal de 1988 y en la LDB 9394/96, así como presentan la visión empresarial representada por la nueva gestión pública que viene se manifestando como referencia para la composición de la Matriz Nacional Común de Competencias del Director. Los resultados del estudio apuntan que la matriz de competencias intenta patronear y uniformizar procesos en la gestión de las escuelas. En la realidad, la organización de la matriz coadyuva con un proyecto de educación sintonizado con los intereses del mercado al cambiar el sentido uniforme y patrocinado, presente en el sector privado, para las escuelas públicas.]]></p></abstract>
