Por un lado, asistimos al exponencial incremento de evaluaciones externas y estandarizadas impulsadas por organismos internacionales y ministerios de educación. Por el otro, registramos una prolífica producción de políticas y normativas orientadas a flexibilizar los criterios de evaluación en las aulas de cara a mejorar los niveles de inclusión y terminalidad. De las evaluaciones externas se espera que funcionen como faros que indiquen los resultados y problemas de los sistemas escolares, mientras que la flexibilización, asociada mas a la evaluación en proceso, se articula a un conjunto de políticas de inclusión que procuran contrarrestar los efectos, a nivel de las escuelas, de las lógicas meritrocráticas y excluyentes, históricamente ligadas a las prácticas del examen y los dispositivos de disciplinamiento. En este artículo, desde la perspectiva de la gubernamentalidad proponemos una analítica de las dinámicas cotidianas a través de las cuales la lógica del accountability, propia de la era managerial, se yuxtapone con la regulación del sistema escolar y de la vida escolar. En esa clave, tanto las pruebas externas como a nivel de las escuelas vuelven a la evaluación eje de una política educativa que arroja a equipos directivos y docentes a la gestionar el autoexamen que se hace a medida y donde la evaluación se vuelve fin en sí mismo.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo Desde o final do século XX, a avaliação tornou-se o eixo das políticas educativas, apresentando duas tendências que, à primeira vista, parecem contraditórias. Por um lado, testemunhamos o aumento exponencial das avaliações externas e padronizadas promovidas por organizações internacionais e pelos ministérios de educação. Por outro lado, observamos uma prolífica produção de políticas e regulações que visam tornar os critérios de avaliação mais flexíveis em prol da melhoria dos níveis de inclusão e conclusão. As avaliações externas têm como propósito servir como faróis que apontam os resultados e os problemas nos sistemas escolares. Ao mesmo tempo, a busca por flexibilidade, associada mais à evaluación em precceso, está alinhada a uma série de políticas de inclusão que buscam contrariar os efeitos historicamente associados às lógicas meritocráticas e excludentes das práticas de exame. Neste artigo, e adotando a perspectiva da governamentalidade, propomos uma análise das dinâmicas cotidianas através das quais a lógica de responsabilização, característica da era gerencial, se sobrepõe à regulação do sistema escolar e da vida escolar. Nesta análise, tanto as avaliações externas quanto os exames ao nível escolar posicionam a avaliação como a pedra angular de uma política educativa que exige que diretores e professores se dediquem a uma autoavaliação. Consequentemente, a avaliação se transforma em um fim em si mesma, intensificando ainda mais a sua importância. Nesta analise, tanto as provas externas como a nível escolar tornam a avaliação como eixo de uma política educativa que coloca as equipas directivas e aos professores no trabalho de gerir um autoexame que é feito à medida e onde a avaliação torna-se um fim em si mesma.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Since the end of the 20th century, assessment has emerged as a pivotal element in educational policies, characterized by two seemingly contradictory trends. On one hand, there has been a substantial rise in external and standardized assessments promoted by international organizations, as well as education ministries. On the other hand, we have observed a prolific development of policies and regulations aimed at increasing the flexibility of evaluation criteria, all in the pursuit of enhancing inclusivity and completion rates. External assessments are envisioned to serve as guiding beacons that illuminate the achievements and challenges within school systems. Simultaneously, the drive for flexibility, related more to a process assessment, is aligned with a range of inclusion policies that aim to counteract the historically entrenched effects of meritocratic and exclusive approaches associated with examination practices. Within this article, adopting a perspective of governmentality, we propose an analysis of the day-to-day dynamics through which the logic of accountability, characteristic of the managerial era, intersects with the regulation of the educational system and school life. In this analysis, both external assessments and school-level exams position evaluation as the cornerstone of an educational policy that compels principals and teachers to engage in self-assessment.
