Ele deve expressar as diretrizes, as metas e os meios pelos quais o objetivos ser&#227;o atingidos durante sua vig&#234;ncia, como as estrat&#233;gias e as formas de colabora&#231;&#227;o dos entes federados, al&#233;m do monitoramento e das avalia&#231;&#245;es constantes de sua implementa&#231;&#227;o. O presente trabalho tem como objeto de an&#225;lise o PME de Rio Claro (SP). De cunho qualitativo teve como objetivo acompanhar o processo de elabora&#231;&#227;o do PME como instrumento de pol&#237;tica educacional, por meio da an&#225;lise bibliogr&#225;fica e documental. Fundamenta-se na pesquisa de mestrado intitulada Plano Municipal de Educa&#231;&#227;o de Rio Claro - SP: desafios e perspectivas na garantia do direito &#224; educa&#231;&#227;o. A produ&#231;&#227;o acad&#234;mica, mais diretamente ligada ao objeto de pesquisa, e as obras que puderam elucidar o contexto socioecon&#244;mico e pol&#237;tico do pa&#237;s, em suas rela&#231;&#245;es com o contexto global, serviram de suporte para a an&#225;lise dos dados documentais. A primeira parte do artigo rev&#234; as concep&#231;&#245;es de planos que perpassaram nossa hist&#243;ria pol&#237;tica educacional, evidenciando a import&#226;ncia do planejamento de pol&#237;ticas p&#250;blicas enquanto pol&#237;tica de Estado. A segunda procurou rastrear a constru&#231;&#227;o do PME, desde sua deflagra&#231;&#227;o, passando pela primeira vers&#227;o do documento (elaborado coletivamente e sistematizado por uma Comiss&#227;o), at&#233; a segunda vers&#227;o (revisada pelo Conselho Municipal de Educa&#231;&#227;o de Rio Claro).]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The Municipal Education Plan (MEP) is an important instrument that serves as an action guide for the government as opposed to unpredictability. It should express the guidelines, goals and means by which the objectives will be achieved during its validity, such as the strategies and forms of collaboration of the federated entities, as well as the monitoring and constant evaluations of its implementation. This paper focuses on the analysis of the MEP of Rio Claro-SP. From a qualitative perspective, this work aims to follow the process of preparation of the MEP as an instrument of educational policy, through bibliographical and documentary analysis. It is based on the master's research entitled Municipal Education Plan of Rio Claro - SP: challenges and perspectives in guaranteeing the right to education. The academic production, more directly linked to the research object, and the works that can elucidate the socioeconomic and political context of the country, in its relations with the global context, served as support for the analysis of the documentary data. The first part of the paper reviews the conceptions of plans that have permeated the educational political history, evidencing the importance of public policy planning as a state policy. The second part sought to trace the construction of the MEP, from its outbreak, going through the first version of the document (prepared collectively and systematized by a Commission), until the second version (reviewed by the Municipal Council of Education of Rio Claro).]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen  El Plan Municipal de Educaci&#243;n (PME) es una herramienta importante que sirve como gu&#237;a para la acci&#243;n del gobierno en oposici&#243;n a la imprevisibilidad. Este debe expresar las directrices, los objetivos y los medios por los cuales se alcanzar&#225;n los objetivos durante su mandato, as&#237; como las estrategias y formas de colaboraci&#243;n de las entidades federadas, adem&#225;s de la supervisi&#243;n y las evaluaciones de su implementaci&#243;n. Con un enfoque cualitativo, tuvo el objetivo de seguir el proceso de preparaci&#243;n del PME como una herramienta de pol&#237;tica educativa, a trav&#233;s del an&#225;lisis bibliogr&#225;fico y documental. Se basa en la investigaci&#243;n de m&#225;ster titulada Plan Municipal de Educaci&#243;n de Rio Claro - SP: desaf&#237;os y perspectivas para garantizar el derecho a la educaci&#243;n. La producci&#243;n acad&#233;mica m&#225;s directamente vinculada al objeto de la investigaci&#243;n y las obras que pueden dilucidar el contexto socioecon&#243;mico y pol&#237;tico del pa&#237;s en sus relaciones con el contexto mundial, sirvieron para apoyar el an&#225;lisis de las pruebas documentales. La primera parte del art&#237;culo revisa los conceptos de planes que impregnan nuestra historia pol&#237;tica educativa, poniendo en evidencia la importancia de la planificaci&#243;n de pol&#237;ticas p&#250;blicas como pol&#237;tica de Estado. La segunda parte trat&#243; de realizar un seguimiento de la construcci&#243;n del PME, desde su deflagraci&#243;n, pasando por la primera versi&#243;n del documento (colectivamente desarrollado y sistematizado por una Comisi&#243;n) hasta la segunda versi&#243;n (revisada por el Consejo Municipal de Educaci&#243;n de Rio Claro). ]]></p></abstract>
