Desenvolvido com orientações do método materialista histórico-dialético, com base em pesquisa bibliográfica, análise de documentos e de legislação, este artigo busca responder ao questionamento: que formação a reforma possibilita a jovens brasileiros? Entendemos ser uma discussão relevante pelo fato de que a reforma, envolta em premissas neoliberais, compromete a educação e a história de luta por uma educação pública e de qualidade. O resultado é o alinhamento da educação à economia e ao empreendedorismo pela orientação que o Ensino Médio passa a ter ao contemplar itinerários formativos que tomam por referência a formação com base no desenvolvimento de habilidades e competências. Concluímos com a compreensão de que, do modo como o Ensino Médio está projetado, não possibilitará emancipação cidadã; pelo contrário, promoverá a submissão da formação ao mercado.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article analyzes how Law number 13.415/2017 goes deep into the relation between education and the market, thus stressing the Theory of Human Capital in High School education. Developed using the guidelines provided by the historical-dialectical materialist method, based on the bibliographic review and the analysis of documents and the legislation, this article tried to answer the following question: what kind of education does the reform offer to young Brazilian students? We understand this to be a relevant discussion due to the fact that the reform, wrapped in neoliberal premises, compromises education and the history of the struggle for a public education of quality. The result is the alignment of education with Economy and Entrepreneurship through the orientation that secondary education will have by contemplating training itineraries that take as a reference the training based on the development of skills and competencies. We concluded that, the way secondary education is being designed, it will not provide students with the opportunity for citizen emancipation; on the contrary, it will promote the submission of education to market needs.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este artículo analiza cómo la Ley nº 13.415/2017 profundiza la relación entre educación y mercado, reforzando así la Teoría del Capital Humano en la formación de la Educación Secundaria. Desarrollado con orientaciones del método materialista histórico-dialéctico, basado en investigación bibliográfica, análisis de documentos y legislación, este artículo busca responder a la pregunta: ¿qué formación la reforma posibilita a los jóvenes brasileños? Entendemos que esta es una discusión relevante debido al hecho de que la reforma, envuelta en premisas neoliberales, compromete la educación y la historia de lucha por una educación pública y de calidad. El resultado es el alineamiento de la educación a la economía y al emprender por la orientación que pasa a tener la Educación Secundariaal contemplar itinerarios formativos que toman como referencia la formación basada en el desarrollo de habilidades y competencias. Concluimos entendiendo que, tal y como está diseñada la Educación Secundaria, no proporcionará la emancipación ciudadana, sino que, por el contrario, promoverá la sumisión de la formación al mercado.]]></p></abstract>
