As normativas do Direito Internacional dos Direitos Humanos consolidaram o direito à educação para todas as pessoas, incluindo migrantes e refugiados nos territórios de acolhimento. O presente artigo - resultado de pesquisa teórica e análise de conteúdo - tem como objetivo apresentar e discutir alguns dos temas essenciais do debate acadêmico sobre a garantia de direitos educativos de migrantes e refugiados adultos. O texto está subdividido em duas partes: a primeira introduz a relação da migração com a educação, com especial atenção aos jovens e adultos; e a segunda se aprofunda sobre três temas decisivos para o campo de pesquisa: 1) Assimilação versus integração e multiculturalismo versus interculturalismo; 2) Gestão escolar, currículo, formação de professores e língua local como política de acolhimento; e 3) Reconhecimento de diplomas, habilidades e conhecimentos prévios. Esperamos, com isso, contribuir com o urgente debate sobre a efetivação dos direitos educativos dessa população, reduzindo as possibilidades de serem expostos a novos mecanismos de exclusão. Nas conclusões realçamos a necessidade de um Estado que aja e não apenas reaja; que formule políticas públicas adequadas para que migrantes e refugiados adultos consigam não apenas se matricular, mas ter uma educação que considere a diversidade e os reconheça como protagonistas de seu aprendizado.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract In the face of a large volume of international migrations - even with a pandemic that has restricted global mobility -, it is necessary to reflect about guarantees of the rights of migrants and refugees such as educational rights. The norms of International Human Rights Law have consolidated the right to education for all people, including migrants and refugees in the host territories. This article - the result of theoretical research and content analysis - aims to present and discuss some of the essential themes of the academic debate on guaranteeing the educational rights of adult&#8217;s migrants and refugees. The text is divided into two parts: the first introduces the relationship between migration and education, with special attention to young people and adults; and the second delves into three decisive themes for the field of research: 1) Assimilation versus integration and multiculturalism versus interculturalism; 2) School management, curriculum, teacher training and language as policy as reception; and 3) Recognition of previous qualifications, skills and knowledge. We hope, with this, to contribute to the urgent debate on the effectiveness of the educational rights of this population, reducing the possibilities of being exposed to new mechanisms of exclusion. In the conclusions we emphasize the need for a State to act and not just react; that formulates adequate public policies so that adult migrants and refugees can not only enroll but have an education that considers diversity and recognizes them as protagonists of their learning.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Ante el gran volumen de migraciones internacionales -incluso con una pandemia que ha restringido la movilidad global-, es necesario reflexionar sobre las garantías de derechos de las personas migrantes y refugiadas, como el derecho a la educación. Las normas del Derecho Internacional de los Derechos Humanos han consolidado el derecho a la educación para todas las personas, incluidas las personas migrantes y refugiadas en los territorios de acogida. Este este artículo -resultado de una investigación teórica y un análisis de contenido- tiene como objetivo presentar y discutir algunos de los temas esenciales del debate académico sobre la garantía de los derechos educativos de las personas migrantes y refugiadas adultas. El texto se divide en dos partes: la primera presenta la relación entre migración y educación, con especial atención a jóvenes y adultos; y el segundo ahonda en tres temas decisivos para el campo de investigación: 1) Asimilación versus integración y multiculturalidad versus interculturalidad; 2) Gestión escolar, currículo, formación docente y lengua local como política de acogida; y 3) Reconocimiento de títulos, habilidades y conocimientos previos. Esperamos, con ello, contribuir al urgente debate -en el campo educativo- sobre la realización de los derechos educativos de esta población, reduciendo las posibilidades de verse expuestas a nuevos mecanismos de exclusión. En las conclusiones enfatizamos la necesidad de que un Estado actúe y no solo reaccione; que formule políticas públicas adecuadas para que las personas adultas migrantes y refugiadas no solo puedan matricularse, sino tener una educación cuyo paradigma considere la diversidad, los reconozca como protagonistas de sus aprendizajes.]]></p></abstract>
