Tem por objetivo compreender se a formula&#231;&#227;o e a implementa&#231;&#227;o do PAR, nesse Munic&#237;pio, foram pautadas por rela&#231;&#245;es intergovernamentais e pela coordena&#231;&#227;o federativa. Os procedimentos t&#233;cnicos da pesquisa foram constitu&#237;dos de an&#225;lise documental e de entrevista semiestruturada. Conclui-se que o PAR contribuiu para o exerc&#237;cio de um planejamento mais articulado entre os entes federados e para que a Uni&#227;o iniciasse o processo de coordena&#231;&#227;o federativa na &#225;rea da educa&#231;&#227;o mediante regula&#231;&#227;o pelo Ideb (&#205;ndice de Desenvolvimento da Educa&#231;&#227;o B&#225;sica), buscando atender &#224;s necessidades dos Munic&#237;pios e Estados com base nas transfer&#234;ncias volunt&#225;rias, impulsionando, assim, mesmo que embrionariamente, as rela&#231;&#245;es intergovernamentais na federa&#231;&#227;o brasileira.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This paper is a research paper which analyzed the Articulated Action Plan (PAR) of Natal&#8217;s city, capital of the Rio Grande do Norte State, Brazil, in the period from 2007 to 2011. It aims to understand if the formulation and implementation of the PAR, in this city, was based on intergovernmental relations and federative coordination. The research technical procedure were constituted by documental analysis and semi-structured interview. It is concluded that the PAR contributed to the exercise of a more articulated planning between the federated entities and so that the Union could initiate the coordination federative process in the education area through the Ideb regulation, seeking to meet the needs of Cities and States based on the volunteer transfers, thus promoting, even though embryonically, the intergovernmental relations in the Brazilian Federation.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El presente art&#237;culo es un recorte de investigaci&#243;n que analiz&#243; el Plan de Acciones Articuladas del Municipio de Natal, capital del Estado Rio Grande del Norte, Brasil, en el per&#237;odo 2007-2011. Su objetivo es comprender se la formulaci&#243;n y la implementaci&#243;n del PAR, en este Municipio, fueron pautados por relaciones intergubernamentales y por la coordinaci&#243;n federativa. Los procedimientos t&#233;cnicos de la investigaci&#243;n se constituy eronpor el an&#225;lisis documental y entrevista semiestructurada. Se concluye que el PAR contribuy&#243; para el ejercicio de un planeamiento m&#225;s articulado entre los entes federados y para que la Uni&#243;n iniciase el proceso de coordinaci&#243;n federativa en el &#225;rea educativa mediante la regulaci&#243;n por el Ideb, buscando atender las necesidades de los Municipios y Estados con base en las transferencias voluntarias, impulsando, as&#237;, aunque embrionariamente, las relaciones intergubernamentales en la federaci&#243;n brasile&#241;a. ]]></p></abstract>
