A experi&#234;ncia em quest&#227;o se coloca em sintonia direta com as contradi&#231;&#245;es da forma&#231;&#227;o hist&#243;rico-social que caracteriza a sociedade brasileira. Diante desta constata&#231;&#227;o revisitou-se, a partir de diversos cl&#225;ssicos produzidos a luz de uma intelig&#234;ncia brasileira, os caminhos que foram delineados na efetiva&#231;&#227;o da referida pol&#237;tica. Primeiramente, contata-se que as a&#231;&#245;es n&#227;o foram orientadas por uma constru&#231;&#227;o racional na escolha das cidades atendidas pela expans&#227;o. Identifica-se que fatores de ordem local se sobrepuseram ao sentido indicado pela lei que rege a pol&#237;tica. Por sua vez, ao passo que a expans&#227;o se coloca em termos efetivos, os cursos ofertados para a sociedade se colocaram de modo a n&#227;o dialogar com as realidades e, desta forma, a expans&#227;o da Rede Federal de Educa&#231;&#227;o Profissional e Tecnol&#243;gica no Cear&#225; se coloca num caminho que nega o sentido pela qual a mesma fora institu&#237;da. Assim, todo um conjunto de expectativas geradas junto &#224; sociedade que compreendia a expans&#227;o como sin&#244;nimo de desenvolvimento humano e social, num curto espa&#231;o de tempo, surpreende-se negativamente, pois se constata que em pleno s&#233;culo XXI, o Brasil n&#227;o consegue avan&#231;ar na promo&#231;&#227;o do desenvolvimento, que gere envolvimento da sociedade, de modo a reduzir as diversas assimetrias que marcam a sociedade brasileira desde sua g&#234;nese.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Starting from the perspective of the multi-scalar evaluation, it has entered the process of the expansion of the Federal Network of Professional and Technological Education in Cear&#225;, Brazil, implemented by the IFCE. The experience in question is in direct harmony with the contradictions of the historical-social formation that characterizes Brazilian society. In view of this finding, the paths that were outlined in the implementation of the aforementioned policy were revisited, based on several classics produced in the light of a Brazilian intelligence. Firstly, it is concluded that the actions were not guided by a rational construction in the choice of cities served by the expansion. It is identified that factors of local order were prioritized over the directions indicated by the law that governs politics. On the other hand, while the expansion took place in effective terms, the courses offered to the society were placed in a way that did not dialogue with the realities and, this way, the expansion of the Federal Network of Professional and Technological Education in Cear&#225; was done in a way that denies the sense by which it was instituted. Thus, a whole set of expectations generated by the society that understood the expansion as a synonym of human and social development, in a short time, was negatively surprised, because it is realized that in the XXI century, Brazil cannot advance in the promotion of development, which generates the involvement of society, in order to reduce the diverse asymmetries that mark Brazilian society since its genesis.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Partiendo de la perspectiva de la evaluaci&#243;n multiescalar, se adentr&#243; en el proceso de expansi&#243;n de la Red Federal de Educaci&#243;n Profesional y Tecnol&#243;gica en Cear&#225;, Brasil, implementada por el IFCE. La experiencia en cuesti&#243;n se sit&#250;a en sinton&#237;a directa con las contradicciones de la formaci&#243;n hist&#243;rico-social que caracteriza a la sociedad brasile&#241;a. Ante esta constataci&#243;n se revis&#243;, a partir de diversos cl&#225;sicos producidos a la luz de una inteligencia brasile&#241;a, los caminos que fueron delineados en la efectividad de dicha pol&#237;tica. Primero, se pone en contacto con que las acciones no fueron orientadas por una construcci&#243;n racional en la elecci&#243;n de las ciudades atendidas por la expansi&#243;n. Se identifica, qu&#233; factores de orden local, se sobrepusieron al sentido indicado por la ley que rige la pol&#237;tica. Por su parte, mientras que la expansi&#243;n se coloca en t&#233;rminos efectivos, los cursos ofrecidos para la sociedad se colocaron de modo a no dialogar con las realidades y, de esta forma, la expansi&#243;n de la Red Federal de Educaci&#243;n Profesional y Tecnol&#243;gica en Cear&#225; se coloca En un camino que niega el sentido por el cual fue instituida. As&#237;, todo un conjunto de expectativas generadas junto a la sociedad que comprend&#237;a la expansi&#243;n como sin&#243;nimo de desarrollo humano y social, en un corto espacio de tiempo, se sorprende negativamente, pues se entera que en pleno siglo XXI, Brasil no logra avanzar en la sociedad Promoci&#243;n del desarrollo, que genere implicaci&#243;n de la sociedad, de modo a reducir las diversas asimetr&#237;as que marcan la sociedad brasile&#241;a desde su g&#233;nesis.]]></p></abstract>
