<self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_arttext&amp;pid=S1982-71992018000300912&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_abstract&amp;pid=S1982-71992018000300912&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://educa.fcc.org.br/scielo.php?script=sci_pdf&amp;pid=S1982-71992018000300912&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo  O ensino prim&#225;rio (EP) para Todos, em Mo&#231;ambique, est&#225; no centro deste texto, que tem como problema o fato das taxas de admiss&#227;o, escolariza&#231;&#227;o, conclus&#227;o e evas&#227;o escolar no EP terem estado abaixo das expectativas entre 1975 e 1990, o que coloca o desafio de identificar os fatores e mecanismos desta tend&#234;ncia e de reflex&#245;es para compreender este fen&#244;meno, na busca de estrat&#233;gias de redu&#231;&#227;o do insucesso escolar. O objetivo &#233; compreender o comportamento dos efetivos escolares do EP, &#224; luz da meta do plano governamental que tinha definido a d&#233;cada de 1980 como de erradica&#231;&#227;o do analfabetismo e &#8220;da vit&#243;ria sobre o subdesenvolvimento&#8221;. Em termos metodol&#243;gicos, a revis&#227;o bibliogr&#225;fica, a an&#225;lise da legisla&#231;&#227;o, estat&#237;sticas e conte&#250;dos da Revista Tempo constitu&#237;ram a base de sustenta&#231;&#227;o das ideias deste texto. Os principais achados revelam que fatores pol&#237;ticos e econ&#244;micos (internos e externos) acabaram por comprometer os esfor&#231;os de universaliza&#231;&#227;o do EP, no referido per&#237;odo, que coincide com a implementa&#231;&#227;o do projeto de constru&#231;&#227;o de uma rep&#250;blica socialista. ]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Primary education (PE) for All in Mozambique is at the heart of this text, which has the issue of admission, schooling, completion and school dropout rates in the PE, which were below expectations between 1975 and 1990, which imposes the challenge of identifying the factors and mechanisms of this tendency, and of reflecting to understand this phenomenon, in the search of strategies to reduce school failure. The objective is to understand the behavior of school personnel in the PE, in light of the goal of the government plan that had defined the 1980s as the decade for eradicating illiteracy and &#8220;for the victory over underdevelopment&#8221;. In methodological terms, the bibliographic review, the analysis of the legislation, statistics and contents of the Magazine Tempo constituted the base of sustentation of the ideas of this text. The main findings reveal that political and economic factors (internal and external) have ended up jeopardizing the efforts to universalize the PE in the period, which coincides with the implementation of the project of building a socialist republic.]]></p></abstract>
