No presente artigo, buscamos analisar percepções e julgamentos desses agentes ao fixar as identidades dos usuários, as identidades profissionais entre os agentes e as formas de atendimento na implementação da política de utilização da Língua Brasileira de Sinais (Libras) em uma instituição federal de ensino superior, com base no referencial teórico sobre agentes de linha de frente (Street-level bureaucracy). Por meio da análise de documentos, observação participante e entrevistas individuais, identificamos categorias e atributos que caracterizam o atendimento aos usuários, percebendo que a discricionariedade dos agentes tende a tornar a política mais inclusiva frente aos regulamentos sobre acessibilidade linguística.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The decision of the frontline agent about when to conform to the rules of the State or when breaking them in terms of perceptions about the individuals served can be understood as a discretionary practice that influences the results of public policy.That indicates the importance of investigating this phenomenon in actions performed in the provision of public services. In this article, we sought to analyze the perceptions and judgments of these agents in their actions of establishing the users&#8217; identities, the professional identities and the forms of assistance in the implementation of the policy of using the Brazilian Sign Language (Libras) in a federal institution of Higher Education, based on the theoretical reference on frontline agents (Street-level bureaucracy). Through the analysis of documents, participant observation and individual interviews, we identified categories and attributes that characterize the service to the users, noting that the agents&#8217; discretion tends to make the policy more inclusive in relation to the regulations on linguistic accessibility.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN La decisión del agente de la línea de frente sobre cuando se adecúa o cuando rompe las reglas del Estado en función de percepciones sobre los individuos atendidos, puede ser comprendida como una práctica discrecional que influye los resultados de la política pública, indicando la importancia de investigar este fenómeno en las acciones que se realizan en la prestación de los servicios públicos. En el presente artículo, buscamos analizar las percepciones y juicios de esos agentes al fijar las identidades de los usuarios, las identidades profesionales y las formas de atender en la implementación de la política de utilización de la Lengua de Signos Brasileña (Libras) en una institución federal de enseñanza superior, con base en el marco teórico sobre los agentes de la línea de frente (Street-level bureaucracy).
