O objetivo principal do estudo foi conhecer as dinâmicas do ensino superior em curso e compreendê-las à luz das políticas educacionais implementadas no país nos últimos anos, notadamente a partir da segunda metade dos anos 90. Os indicadores educacionais do Inep foram o objeto por excelência deste estudo, pois se acredita que eles, quando devidamente analisados, oferecem um retrato mais ou menos fidedigno e abrangente do ensino superior, principalmente suas dinâmicas e principais tendências. O período entre 1991-2004 foi eleito como o recorte temporal da pesquisa. Os dados foram sistematizados a partir de algumas categorias: expansão do número de IES; número de matrículas; cursos de graduação criados; número de docentes e titulação; taxa média de escolarização. O levantamento de dados foi iniciado em março de 2006 e concluído em fevereiro de 2008. A análise dos referidos indicadores foi feita a partir de ampla pesquisa bibliográfica sobre a história e políticas de educação superior no Brasil e em Santa Catarina. Entre os resultados, cabe destacar os seguintes: estreita relação entre a expansão do ensino superior e a aprovação da nova LDB, em 1996; expansão largamente protagonizada pelas IESs privadas, sobretudo pelas faculdades isoladas; estagnação das matrículas do setor público; crescente processo de privatização e mercadorização do ensino superior.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Taking as reference the database of the National Institute of Educational Research and Studies Anisio Teixeira (INEP), this research aimed to systematize the educational indicators related to higher education in Brazil in the period between 1991 and 2004. The main objective of this study was to know the dynamics of higher education in progress, and understand them in the light of the educational policies implemented in Brazil in recent years, especially since the second half of the 90s. The educational Indicators of INEP were the “object” par excellence of this study, once it is believed that they, when properly analyzed, provide a sample more or less fiducial and comprehensive of higher education, especially their dynamics and main trends. The period between 1991 and 2004 was elected as the cutting time of the survey. The data were organized from a few categories: (i) expansion of the number of IES, (ii) the number of registrations, (iii) graduation courses created, (iv) number of teachers and their graduation, (v) rate of schooling. The survey data was initiated on March 2006 and completed on February 2008. The analysis of these indicators was based on an extensive bibliographic research on the history and policies of higher education in Brazil and Santa Catarina. Among the results it is worth mentioning the following: (i) close relationship between the higher education expansion and the approval of the new LDB in 1996, (ii) a largely played expansion by private IES, particularly for isolated universities, (iii) stagnation of the registration in the public sector, (iv) increasing merchantilization and privatization of higher education.]]></p></abstract>
