Seu intuito é produzir um olhar cruzado sobre o processo legislativo e a incidência de atores na construção de políticas públicas educacionais por meio de um Estado da Arte de artigos na área da Educação classificados em revistas Qualis A1, A2, B1 e B2 (Quadriênio 2013-2016) que analisam a formulação da política de fundos (Fundef, Fundeb e Fundeb Permanente) e a incidência de atores sociais. A hipótese que conduziu esta pesquisa é que a análise sobre a incidência dos atores sociais no processo legislativo é incipiente no Brasil. Apontamos como resultados que a maioria das produções científicas da área da educação não considera a incidência de atores, e especialmente de atores sociais externos, como um elemento relevante para a formulação das políticas de fundos, o que prejudica a compreensão sobre como as políticas educacionais são elaboradas, constituindo uma lacuna que deve ser preenchida.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article intends to collaborate with a new field of analysis in education research. Its purpose is to produce a cross look at the legislative process and the incidence of actors in the construction of educational public policies through a State of the Art of articles in the area of Education classified in Qualis magazines A1, A2, B1 and B2 (Quadriennium 2013- 2016) that analyze the formulation of fund policy (Fundef, Fundeb and Fundeb Permanent) and the impact of social actors. The hypothesis that led this research is that the analysis of the impact of social actors in the legislative process is incipient in Brazil. We point out as results that most scientific productions in the area of education do not consider the incidence of actors, and especially external social actors, as a relevant element for the formulation of fund policies, which impairs the understanding of how educational policies are elaborated., constituting a gap that must be filled.]]></p></abstract>

El objetivo es producir una mirada cruzada sobre el proceso legislativo y la incidencia de los actores en la construcción de políticas públicas educativas a través de un Estado del Arte de artículos en el campo de la Educación clasificados en las revistas Qualis A1, A2, B1 y B2 (Cuadrienio 2013-2016) en el que analizan la formulación de la política de fondos (Fundef, Fundeb y Fundeb Permanente). La hipótesis es que el análisis de la incidencia de los actores sociales en el proceso legislativo es incipiente en Brasil.
