Objetiva portanto, apresentar o Programa Mais Educação e o Novo Mais Educação e como foram implementados de forma a contribuir para a consolidação de uma gestão gerencial na rede municipal de ensino de Santarém. O percurso metodológico foi conduzido com base na concepção materialista histórico-dialética, abrangendo levantamento e estudo teórico, pesquisa documental e consultas em portais públicos. Os resultados apontaram que a gestão gerencial, oriunda da NGP, foi fortalecida na rede municipal de ensino de Santarém pelas ações decorrentes dos programas indutores (PME e PNME). A instalação de uma gestão gerencial, amparada nas diretrizes da NGP, nos princípios empresariais, está inserida no quadro de reformulação das políticas sociais/educacionais em decorrência da reestruturação do Estado, na qual a educação integral tem sido objeto de readequação aos pressupostos do gerencialismo, pautando a gestão pública nos princípios da rede privada. A gestão gerencial aconteceu nos programas, como pode ser visto, especialmente, pela intensa participação de entidades privadas na elaboração do PME e PNME, pela responsabilização dos gestores escolares, pela precarização do trabalho pedagógico e do trabalhador da educação e ainda, pelo foco exclusivamente nos resultados do desempenho dos estudantes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT This article discusses the management of full-time education in the municipality of Santarém/Pará and its relationship with New Public Management (NPM), regarding the managerial connotation established in the municipal education network. The objective is to present the Mais Educação Program and the Novo Mais Educação Program and how they were implemented to contribute to the consolidation of managerial management within the municipal education network of Santarém. The methodological approach was based on historical-dialectical materialism, encompassing theoretical research, document analysis, and consultations on public portals. The results indicated that managerial management, stemming from NPM, was strengthened in the municipal education network of Santarém through the actions derived from the inducing programs (PME and PNME). The establishment of managerial management, supported by the guidelines of NPM and business principles, is part of the reformulation of social/educational policies due to the restructuring of the state, in which full-time education has been adjusted to the premises of managerialism, guiding public management according to the principles of the private sector. Managerial management occurred in the programs, as seen especially in the intense participation of private entities in the development of PME and PNME, the accountability of school managers, the precariousness of pedagogical work and education workers, and the exclusive focus on student performance results.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN El presente artículo trata sobre la gestión de la educación de tiempo integral en el municipio de Santarém/Pará y su relación con la Nueva Gestión Pública (NGP), en lo que respecta a la connotación gerencial que se ha instaurado en la red municipal de enseñanza. El objetivo es presentar el Programa Más Educación y el Nuevo Más Educación, y cómo fueron implementados de manera que contribuyeran a la consolidación de una gestión gerencial en la red municipal de enseñanza de Santarém. El recorrido metodológico se llevó a cabo basado en la concepción materialista histórico-dialéctica, abarcando la recopilación y el estudio teórico, investigación documental y consultas en portales públicos. Los resultados señalaron que la gestión gerencial, proveniente de la NGP, se fortaleció en la red municipal de enseñanza de Santarém a través de las acciones derivadas de los programas inductores (PME y PNME). La implementación de una gestión gerencial, respaldada por las directrices de la NGP y los principios empresariales, se inserta en el marco de la reformulación de las políticas sociales/educativas como resultado de la reestructuración del Estado, en la cual la educación integral ha sido objeto de readecuación a los presupuestos del gerencialismo, orientando la gestión pública a los principios del sector privado. La gestión gerencial se manifestó en los programas, como se puede observar, especialmente por la intensa participación de entidades privadas en la elaboración del PME y PNME, la responsabilidad de los gestores escolares, la precarización del trabajo pedagógico y del trabajador de la educación, y el enfoque exclusivo en los resultados del desempeño de los estudiantes.]]></p></abstract>
