Trata-se de um estudo fundamentado nos estudos de Libâneo (2028), Silva (2015), Luck (2017), Paro (2016), Saviani (2021), dentre outros; bem como alguns documentos legais: Constituição da República Federativa do Brasil de 1988, a Lei de Diretrizes e Bases da Educação Nacional de 1996. A análise empreendida revela que a gestão escolar democrática e participativa é um fator essencial para a qualidade social da educação pública no contexto educacional brasileiro, embora a gestão da qualidade total de caráter neoliberal também dispute a escola e seu projeto educativo. O estudo permitiu identificar desafios internos e externos à escola que implicam na materialização da gestão democrática e participativa. E evidenciou que superar esses desafios exige estratégias que envolvam os diversos seguimentos escolares no processo de gestão.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The article aims to reflect on the challenges of democratic and participatory school management in Brazilian public education to improve the quality education in the country. This is a study based on studies by Libâneo (2028), Silva (2015), Luck (2017), Paro (2016), Saviani (2021), among others; as well as some legal documents: Constitution of the Federative Republic of Brazil of 1988, the Law of Guidelines and Bases of National Education of 1996. The analysis undertaken reveals that democratic and participatory school management is an essential factor for the social quality of public education in Brazilian educational context, although neoliberal total quality management also disputes the school and its educational project. The study made it possible to identify internal and external challenges to the school that imply the materialization of democratic and participatory management. And it showed that overcoming these challenges requires strategies that involve the different school sectors in the management process.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN El artículo tiene como objetivo reflexionar sobre los desafíos de la gestión escolar democrática y participativa en la educación pública brasileña para mejorar la calidad de la educación en el país. Se trata de un estudio basado en estudios de Libâneo (2028), Silva (2015), Luck (2017), Paro (2016), Saviani (2021), entre otros; así como algunos documentos legales: Constitución de la República Federativa del Brasil de 1988, Ley de Directrices y Bases de la Educación Nacional de 1996. El análisis realizado revela que la gestión escolar democrática y participativa es un factor esencial para la calidad social de la educación pública. en el contexto educativo brasileño, aunque la gestión neoliberal de la calidad total también disputa la escuela y su proyecto educativo. El estudio permitió identificar desafíos internos y externos a la escuela que implican la materialización de una gestión democrática y participativa. Y demostró que superar estos desafíos requiere de estrategias que involucren a los diferentes sectores escolares en el proceso de gestión.]]></p></abstract>
