Apesar de formalmente representar um potencial democratizante, na prática tais Conselhos são minados pela predominância de representantes dos governos ou de representantes "sociais" escolhidos pelos governantes, pelo não fornecimento da documentação necessária ao acompanhamento, pelo despreparo técnico dos seus integrantes. Em síntese, os Conselhos tendem a ser impotentes para realizar uma ação efetiva de controle social dos recursos do Fundef.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[The article provides a general appreciation of the Social Boards in charge of supervising the funds of Fundef (the Fund set up by the Brazilian federal government to maintain basic education and valorize teaching personnel). It is based on legislation, documents issued by the Ministry of Education, a report by o subcommittee appointed by the Chamber of Deputies to investigate irregularities in Fundef, reports by Audit Offices and experts on the subject. Despite formally representing a democratizing potential, actually such boards are undermined by the predominance of government representatives or "social" representatives chosen by those in government, by the non-provision of the required documentation for such supervision, by the lack of technical qualification of the board members. In short, boards fend to be powerless to carry out an effective action of social control of the funds of Fundef.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[El artículo hace una apreciación general sobre los Consejos Sociales de Acompañamiento del Fundef, con base a la legislación, documentos del MEC, informe de la Subcomisión encargada por lo Cámara de los Diputados para apurar las irregularidades del Fundef, informes de Tribunales de Cuentas y de consejos del Fundef, y estudiosos del asunto. A pesar de formalmente representar un potencial democratizador, en la práctica tales Consejos son minados por la predominación de representantes de los gobiernos o de representantes "sociales" escogidos por los gobernantes, por la no provisión de la documentación necesaria al acompañamiento, por la falta de preparación técnica de sus integrantes. En síntesis, los Consejos tienden a ser impotentes para realizar uno acción efectiva de control social de los recursos del Fundef.]]></p></abstract>
