Realizou-se uma análise de conteúdo e documental comparativa sobre as convergências e divergências das indicações e conceitos para o processo de alfabetização e letramento existentes nas leis que regem o Ensino Fundamental, incluindo o documento preliminar da BNCC. Com os resultados obtidos na pesquisa é possível demonstrar que não existe uma afinidade entre os documentos que normatizam a educação brasileira, quando o assunto é alfabetização e letramento.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article has been constructed in the field of educational public policies, which are a reference for the literacy process in the first cycle of Basic Education - the first three years of Elementary Education, in an attempt to locate, if convergent and divergent points that normalize the educational praxis, as well as to the definition and concepts that these documents declare on literacy. A comparative content and documentary analysis was carried out on the convergences and divergences of the instructions for the literacy and literacy process in the Laws governing Primary Education, including the preliminary document of the BNCC. With the results obtained in the research it is possible to demonstrate that there is no affinity between the documents that normalize the Brazilian education, when the subject is literacy.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Este artículo se construyó en el campo de las políticas públicas educativas, que son referencia para el proceso de alfabetización e instrucción en el primer ciclo de la Enseñanza Fundamental de la Educación Básica - los primeros tres años de la Enseñanza Fundamental, en el intento de localizar, si existen, puntos convergentes y divergentes que normalizan la praxis educativa, así como la intención de definir la definición y los conceptos que estos documentos declaran sobre la alfabetización y la instrucción. Se realizó un análisis de contenido y documental comparativo sobre las convergencias y divergencias de las instrucciones para el proceso de alfabetización e instrucción existentes en las Leyes que rigen la Enseñanza Fundamental, incluyendo el documento preliminar de la BNCC. Con los resultados obtenidos en la investigación es posible demostrar que no existe una afinidad entre los documentos que reglan la educación brasileña, cuando el asunto es alfabetización e instrucción.]]></p></abstract>
