Nesses três casos, procurou-se verificar a presença e a relação entre as duas vias de melhoria da qualidade dos serviços escolares: a) o incremento da participação na gestão; b) o incremento da qualificação dos educadores.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This article is a result of research on educational policies which were proposed and carried out by the governments of Porto Alegre, Recife and Minas Gerais with a view to democratizing school administration. In these three cases an attempt was made to verify the relation of the two manners of improving the quality of school services: a) increased participation in administration; b) increased qualification of educators.]]></p></abstract>
