Considerando o campo do institu&#237;do, tem por objetivo analisar elementos e processos do perfil assumido hodiernamente pelas avalia&#231;&#245;es externas no ensino fundamental e na educa&#231;&#227;o infantil. Com base em exame documental e tendo por refer&#234;ncia resultados de investiga&#231;&#245;es sobre indicadores de qualidade e pol&#237;ticas de avalia&#231;&#227;o, responsabiliza&#231;&#227;o e presta&#231;&#227;o de contas (accountability) na educa&#231;&#227;o escolar, real&#231;a tens&#245;es e contradi&#231;&#245;es dos modelos de avalia&#231;&#227;o implementados ou em vias de implementa&#231;&#227;o nessas duas etapas da escolariza&#231;&#227;o. Sem perder de vista o campo do instituinte, aponta discrep&#226;ncias nas condi&#231;&#245;es de melhoria das aprendizagens em vista dos modelos de regula&#231;&#227;o da qualidade em curso na educa&#231;&#227;o b&#225;sica.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The text inspires a discussion about policies for assessment and regulation of educational quality, prioritizing external evaluations as a mechanism for quality regulation in Brazilian basic education. Taking into consideration the persons against whom they are applied, it aims to analyze the elements and processes of the profile currently undertaken by external evaluations in elementary education and early childhood education. Through a critical perspective and based on document review and on investigations&#8217; results on quality indicators and also based on assessment, responsibility and accountability policies in school education, it stresses the tensions and contradictions of the models already implemented or yet-to-be implemented in these two stages. Without losing sight of the applying party, it points out discrepancies in conditions for learning improvement when analyzing ongoing quality regulation models in basic education.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN  El texto se propone discutir las pol&#237;ticas de evaluaci&#243;n y regulaci&#243;n de la calidad educativa. Considerando el campo del instituido, tiene como objetivo analizar elementos y procesos del perfil asumido por las evaluaciones externas en la ense&#241;anza fundamental y en la educaci&#243;n infantil en la actualidad. Basado en el an&#225;lisis documental y teniendo como referencia resultados de investigaciones sobre indicadores de calidad y pol&#237;ticas de evaluaci&#243;n, responsabilizaci&#243;n y rendici&#243;n de cuentas (accountability) en la educaci&#243;n escolar, el texto se&#241;ala tensiones y contradicciones de los modelos de evaluaci&#243;n implementados o a&#250;n en curso en esas dos etapas educativas. Sin perder de vista el campo del instituto, se&#241;ala discrepancias en las condiciones de mejora de aprendizaje bajo los modelos de regulaci&#243;n de la calidad en marcha en la ense&#241;anza b&#225;sica. ]]></p></abstract>
