Para ello, analizamos la construcci&#243;n del proceso democr&#225;tico en Brasil, asimismo como la trayectoria de la participaci&#243;n popular en estos &#243;rganos, compuestos de representantes de la comunidad escolar. Destaca el municipio de Frederico Westphalen, provincia de Rio Grande do Sul, trazando posibilidades y retos para el control social local. Observamos que, a pesar de que la creaci&#243;n de los primeros consejos escolares haya ocurrido al comienzo de los a&#241;os 1990, solamente en 2003 se hicieron realidad en el municipio. Muchos de estos colegiados tropiezan con la burocracia y la falta de conocimiento de su misi&#243;n de parte de sus componentes. A pesar de ser escaso el n&#250;mero de investigaciones al respecto, se puede concluir que es necesario estrechar la relaci&#243;n entre la teor&#237;a y la pr&#225;ctica para que los consejos escolares consigan cumplir con su papel de llevar a la comunidad hacia dentro de la escuela de manera efectiva.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT This study, of theoretical and documentary nature, aims to investigate the role of school councils in Brazilian municipalities. Therefore, we analyzed the construction of the democratic process in Brazil, as well as the progress of popular participation in these bodies, composed by representatives of the school community. In this context, we can highlight the municipality of Frederico Westphalen, Rio Grande do Sul, tracing possibilities and challenges of local social control. It is possible to observe that, despite the creation of the first school councils have taken place in the early 1990s, only in 2003 they became a reality in the city. Many of these boards come up against bureaucracy and lack of knowledge of their mission by its components. Despite the small number of investigations about it, it can be concluded that it is necessary to develop the relationship between theory and practice, so that the school councils are able to carry out their role of bringing the community into the school effectively.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO Este estudo, de car&#225;ter te&#243;rico e documental, visa investigar a atua&#231;&#227;o dos conselhos escolares nos munic&#237;pios brasileiros. Para tanto, analisamos a constru&#231;&#227;o do processo democr&#225;tico no Brasil, bem como a caminhada da participa&#231;&#227;o popular nestes &#243;rg&#227;os, compostos por representantes da comunidade escolar. Destaca o munic&#237;pio de Frederico Westphalen, Rio Grande do Sul, tra&#231;ando possibilidades e desafios do controle social local. Observamos que, apesar da cria&#231;&#227;o dos primeiros conselhos escolares ter acontecido no in&#237;cio dos anos 1990, somente em 2003 se tornaram uma realidade no munic&#237;pio. Muitos destes colegiados esbarram na burocracia e na falta de conhecimento de sua miss&#227;o por parte de seus componentes. Apesar de ser escasso o n&#250;mero de investiga&#231;&#245;es a respeito, pode-se concluir que &#233; necess&#225;rio estreitar a rela&#231;&#227;o entre a teoria e a pr&#225;tica para que os conselhos escolares consigam cumprir seu papel de levar a comunidade para dentro da escola de maneira efetiva.]]></p></abstract>
