É um estudo de natureza quantitativa, utilizando os microdados disponibilizados pelo Inep, processados em planilhas de Excel do Microsoft® Office®, tratados por meio de estatística descritiva. A análise evidencia o forte protagonismo que as avaliações em larga escala adquirem nas redes municipais, especialmente após a criação do Ideb. A proliferação de mecanismos de avaliação externa nos municípios mostra a preocupação e capacidade de conformação a uma política concebida no modelo top down, que demanda ajustes sistêmicos nas redes escolares. Suas intencionalidades são múltiplas e diversas, destacando-se: repercussão no planejamento e gestão da educação, monitoramento dos resultados de aprendizagem das escolas e alunos, avaliação dos professores, modificações nos currículos escolares e produção de materiais didáticos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT: This paper results from the research Effective Municipalities in Learning Management, funded by FGV, and uses questions related to the theme of evaluation of the contextual questionnaire of the Saeb 2019, applied to municipal education secretaries. It is a quantitative study, using microdata made available by Inep, processed in Microsoft® Office® Excel spreadsheets, and treated by means of descriptive statistics. The analysis shows the strong role that large-scale assessments acquire in municipal governments, especially after the creation of Ideb. The proliferation of external assessment mechanisms in the municipalities shows their concern and capacity to conform to a policy conceived in the top-down model, which demands systemic adjustments in schools. Its uses are multiple and diverse, among them: repercussion in the planning and management of education, monitoring of the learning results of schools and students, evaluation of teachers, changes in school curricula, and production of teaching materials.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN: El artículo es resultado de la investigación Municipios Efectivos en la Gestión del Aprendizaje, financiada por la FGV, y utiliza preguntas relacionadas con el tema de evaluación del cuestionario contextual Saeb 2019, aplicado a las secretarías de educación municipales. Se trata de un estudio cuantitativo, utilizando microdatos puestos a disposición por el Inep, procesados &#8203;&#8203;en hojas de cálculo de Microsoft® Office® Excel, tratados mediante estadística descriptiva. El análisis destaca el fuerte papel que adquieren las evaluaciones de gran escala en las redes municipales, especialmente después de la creación del Ideb. La proliferación de mecanismos de evaluación externa en los municipios muestra la preocupación y la capacidad de ajustarse a una política concebida en el modelo top-down, que exige ajustes sistémicos en las redes escolares.
