O artigo problematiza as terminologias referentes a &#8220;professor rural&#8221; e &#8220;professor não titulado&#8221; e as duas frentes de atuação do programa, o serviço de supervisão e os cursos de aperfeiçoamento. Concluímos que o programa estava em consonância com os acordos internacionais e transformou o professor não titulado em problema, cuja alternativa residia na supervisão direta e indireta do trabalho docente leigo e na formação mediante cursos ofertados por etapas para sua titulação.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This documentary and historical study analyzed the Program for the Improvement of Primary Teaching at the national level and was based on four reports of national meetings of heads of primary education supervision services from 1967 to 1970. The article discusses the terminologies referring to &#8220;rural teacher&#8221; and &#8220;teacher without a title&#8221; and the two fronts of the program, the supervision service and the improvement courses. The program was in line with international agreements and turned the teacher without a title into a problem, whose alternative lay in the direct and indirect supervision of lay teaching work and training through courses offered in stages for their qualification.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen En este estudio documental e histórico se analiza el Programa de Perfeccionamiento de la Enseñanza Básica en ámbito nacional y tiene como recurso de investigación cuatro informes de encuentros nacionales de jefes de los servicios de supervisión de enseñanza básica de los años de 1967 a 1970. En el artículo se problematiza las terminologías referentes a &#8220;profesor rural&#8221; y &#8220;profesor no titulado&#8221; y los dos frentes de actuación del programa, el servicio de supervisión y los cursos de perfeccionamiento. Concluimos que el programa estaba en consonancia con los acuerdos internacionales y transformó el profesor no titulado en problema, cuya alternativa estaba en la supervisión directa e indirecta del trabajo docente laico y en la formación por intermedio de cursos ofrecidos por etapas para su titulación.]]></p></abstract>
