O objetivo é analisar elementos importantes das políticas promovidas pelos organismos internacionais para a agenda global da educação, destacando aqueles subjacentes ao discurso do Banco Mundial e da Organização para a Cooperação e Desenvolvimento Econômico (OCDE), bem como as implicações dessas políticas para a região. Pesquisa bibliográfica sobre a temática com a análise de documentos, buscando apreender os elementos subjacentes, anunciados ou velados das políticas desses organismos para compreender como se articulam ou revelam contradições com o projeto hegemônico da educação determinada pelo modo de produção capitalista. O referencial teórico explora e mapeia as orientações dos documentos do BM e da OCDE para a educação superior e suas implicações sobre a América Latina orientadas pela economia do conhecimento. As reflexões apresentam argumentos que levam à conclusão de que as orientações e prescrições de políticas educacionais protagonizadas pelos organismos multilaterais vêm induzindo reformas neoliberais e interferindo significativamente na educação superior na América Latina e no Brasil, mostrando-se diretamente articuladas aos princípios da economia do conhecimento.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The article discusses the recommendations of multilateral organizations for higher education, discussing the central role they assume in Latin America and Brazil, emphasizing the convergence of their guidelines for the historical tendency assumed by the Brazilian State to restrict the public and stimulate the private. The objective is to analyze important elements of the policies promoted by international organizations for the global education agenda, highlighting those underlying the discourse of the World Bank and the Organization for Economic Cooperation and Development (OECD), as well as the implications of these policies for the region. Bibliographic research on the theme with document analysis, seeking to apprehend the underlying, announced or veiled elements of the policies of these organizations to understand how they articulate or reveal contradictions with the hegemonic project of education determined by the capitalist mode of production. The theoretical framework explores and maps the guidelines of the BM and OECD documents for higher education and their implications on Latin America guided by the knowledge economy. The reflections present arguments that lead to the conclusion that the guidelines and prescriptions of educational policies led by multilateral organizations have been inducing neoliberal reforms and significantly interfering in higher education in Latin America and Brazil, being directly articulated to the principles of the knowledge economy.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen El artículo discute las recomendaciones de las organizaciones multilaterales para la educación superior, discutiendo el papel central que asumen en América Latina y Brasil, enfatizando la convergencia de sus directrices para la tendencia histórica asumida por el Estado brasileño de restringir lo público y estimular lo privado. El objetivo es analizar elementos importantes de las políticas promovidas por organismos internacionales para la agenda educativa global, destacando los que subyacen al discurso del Banco Mundial y la Organización para la Cooperación y el Desarrollo Económico (OCDE), así como las implicaciones de estas políticas para la región. Investigación bibliográfica sobre el tema con análisis documental, buscando aprehender los elementos subyacentes, anunciados o velados de las políticas de estas organizaciones para comprender cómo articulan o revelan contradicciones con el proyecto hegemónico de educación determinada por el modo de producción capitalista. El marco teórico explora y mapea las directrices de los documentos de BM y OCDE para la educación superior y sus implicaciones en América Latina guiada por la economía del conocimiento. Las reflexiones presentan argumentos que llevan a la conclusión de que las directrices y prescripciones de las políticas educativas lideradas por organismos multilaterales han estado induciendo reformas neoliberales e interfiriendo significativamente en la educación superior en América Latina y Brasil, articulándose directamente a los principios de la economía del conocimiento.]]></p></abstract>
