Para tanto, recorreu-se a dados de execução do orçamento federal e dados da Receita Federal; recorreu-se, também, aos dados do Censo da Educação Superior. Há um processo de redução do montante direto investido em educação superior, efeito esperado das políticas de austeridade fiscal em vigência, e o privilegiamento do investimento indireto no setor privado, via renúncia fiscal. É fortalecida a oferta privada, com a progressiva ampliação da EaD e a concentração de capital em grupos consolidadores. Tal quadro compromete a compreensão da educação enquanto direito em favor de uma concepção mercadológica.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The impacts of the political situation on the conditions of provision and funding of higher education are analyzed. To do so, we used data from the federal budget execution and the Revenue Service; we also used data from the Census of Higher Education. There is a process of reduction of the direct amount invested in higher education, an expected effect of fiscal austerity policies in effect, and privileging of indirect investment in the private sector, via tax waiver. Private offer is strengthened, with progressive expansion of online learning and concentration of capital in private educational groups. This framework compromises the understanding of education as a right in favor of a market conception.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Se analizan los impactos de la situación política en las condiciones de oferta y financiación de la educación superior. Para ello, se utilizaron datos de ejecución del presupuesto federal y datos de la Receita Federal; también se utilizaron datos del Censo de Educación Superior. Hay un proceso de reducción del monto directo invertido en educación superior, efecto esperado de las políticas de austeridad fiscal vigentes, y el privilegio de la inversión indirecta en el sector privado, vía exenciones tributarias. Se refuerza la oferta privada, con la progresiva expansión de la EaD y la concentración de capital en grupos consolidadores. Este marco compromete la comprensión de la educación como un derecho en favor de una concepción de mercado.]]></p></abstract>
