O estudo-piloto foi realizado em dez municípios de três Regiões Metropolitanas do Estado de São Paulo. O artigo apresenta, inicialmente, diferentes visões sobre o conceito de capacidade institucional e, na sequência, analisa dados obtidos em fontes oficiais e em entrevistas realizadas nos municípios pesquisados.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This article presents and discusses part of the results of the research intended to examine the institutional capacity of São Paulo state municipalities regarding education policy planning, based on the aspects pertaining to: structure and operation of school systems; human resource management; pedagogical approach. The pilot study was carried out in ten municipalities of three metropolitan areas of the State of São Paulo. Initially, it presents different views on the concept of institutional capacity, followed by an analysis of the data obtained from official sources and in interviews done at the chosen municipalities.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Este artículo tiene el propósito de presentar y discutir parte de los resultados de la investigación que se propuso a analizar la capacidad institucional de los municipios de São Paulo para planificar políticas educativas en base a los aspectos que se refieren a la estructura y al funcionamiento de sistemas/redes de enseñanza, a la gestión de personas y a la gestión pedagógica. El estudio-piloto se llevó a cabo en diez municipios de tres Regiones Metropolitanas del Estado de São Paulo. El artículo presenta inicialmente distintas visiones sobre el concepto de capacidad institucional y, a continuación, analiza datos que se obtuvieron en fuentes oficiales y en entrevistas realizadas en los municipios investigados.]]></p></abstract>
