A presente revisão crítica da literatura visa a situar a polêmica acerca da utilização dos resultados de testes padronizados como instrumentos de gestão educacional e regulação do trabalho escolar por meio dos incentivos monetários por desempenho. O artigo mostra que os discursos dos especialistas oscilam entre dois extremos: de um lado, estão os que criticam tais propostas e buscam investigar os reflexos da reforma política sobre a organização da educação e do ensino; de outro, os que defendem sua implementação como meio de responsabilização dos profissionais e de uma suposta melhoria da qualidade educacional. Entre essas duas posições, há aqueles que demandam mais evidências científicas sobre a efetividade de tais propostas sobre o aprendizado dos alunos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Under Brazilian educational reform, the growing interest of governments and legislators regarding accountability policies for teachers and schools reflects on the change of the focus of investigation and research, which moved from external evaluation of basic education to evaluation as a mechanism of results-based management in education. This critical review of literature aims to contextualize the controversy about the use of the results of standardized tests as instruments of educational management and the regulation of school work by means of monetary incentives for performance. The article shows that experts’ discourses oscillate between two extremes: on the one hand, there are those who criticize such proposals and seek to investigate the impact of political reform on educational and teaching organization; and on the other hand, those who argue for the implementation of such reforms as a means of holding professionals accountable and of a supposed improvement of educational quality. Between these two positions, there are those that require more scientific evidence about the effectiveness of such proposals on student learning outcomes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[En el ámbito de la reforma de la educación brasileña, el creciente interés de los gobiernos y legisladores por las políticas de responsabilización de los profesores y de las escuelas repercute en el desplazamiento del foco de las investigaciones y estudios, que pasó de la evaluación externa de la educación básica a la evaluación como mecanismo de gestión educativa por resultados. La presente revisión crítica de la literatura tiene como objetivo situar la controversia sobre el uso de los resultados de los tests estandarizados como instrumentos de gestión educativa y regulación del trabajo escolar a través de incentivos monetarios por desempeño. El artículo muestra que los discursos de los expertos oscilan entre dos extremos: por un lado están los que critican estas propuestas y tratan de investigar los efectos de la reforma política en la organización de la educación y la enseñanza; por otro, los que abogan por su aplicación como medio de responsabilización de los profesionales y de una supuesta mejora de la calidad educativa. Entre estas dos posiciones, hay quienes exigen más evidencias científicas en lo que concierne a la efectividad de este tipo de propuestas sobre el aprendizaje de los estudiantes.]]></p></abstract>
