Contudo, a partir de 1996, com a aprova&#231;&#227;o do Fundo de Manuten&#231;&#227;o e Desenvolvimento do Ensino Fundamental - Fundef -, houve um enorme incremento desse processo. O presente trabalho tem por objetivo analisar algumas causas e efeitos desse aumento de responsabilidade no que se refere &#224; sua capacidade de planejamento e de financiamento. Ter&#227;o os munic&#237;pios recursos financeiros e instrumentos de gest&#227;o e planejamento para atender os novos desafios? Os mecanismos federativos que mant&#234;m esse padr&#227;o de oferta educacional, em especial o Fundo de Manuten&#231;&#227;o e Desenvolvimento da Educa&#231;&#227;o B&#225;sica e de Valoriza&#231;&#227;o dos Profissionais da Educa&#231;&#227;o - Fundeb -, s&#227;o sustent&#225;veis? Os resultados apontam para a necessidade de constru&#231;&#227;o de mecanismos permanentes que assegurem a colabora&#231;&#227;o efetiva dos entes federados, com amplia&#231;&#227;o do papel da Uni&#227;o no financiamento e no suporte t&#233;cnico relativo ao planejamento e &#224; avalia&#231;&#227;o.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Brazilian municipalities have a long history of educational service. However, since 1996, with the approval of the Fund for Maintenance and Development of the Fundamental Education - Fundef -, there was a massive increase in this process. This paper aims to analyze some causes and effects of this increased responsibility with regard to their planning and financing capacity. Will the municipalities have the financial resources, and management and planning tools to meet the new challenges? Are the federal mechanisms that maintain this pattern of educational provision, in particular the Fund for the Maintenance and Development of Basic Education and for the Appreciation of Education Professionals -Fundeb - sustainable? The results point to the need to establish permanent mechanisms to ensure the effective collaboration of the federated entities, with an increase of the Union's role in the funding and technical support regarding planning and evaluation.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Los municipios brasile&#241;os tienen una larga historia de atenci&#243;n educativa. Sin embargo, a partir de 1996, con la aprobaci&#243;n del Fondo de Mantenimiento y Desarrollo de La Ense&#241;anza Fundamental - Fundef -, hubo un enorme incremento de este proceso. El presente trabajo tiene por objetivo analizar algunas causas y efectos de este aumento de responsabilidad en lo referente a su capacidad de planificaci&#243;n y de financiaci&#243;n. &#191;Tendr&#225;n los municipios recursos financieros e instrumentos de gesti&#243;n y planificaci&#243;n para atender los nuevos desaf&#237;os? Los mecanismos federativos que mantienen ese padr&#243;n de oferta educativa, en especial Fondo de Mantenimiento y Desarrollo de la Educaci&#243;n B&#225;sica y de Valorizaci&#243;n de los Profesionales de la Educaci&#243;n - Fundeb -,&#191;son sustentables?
