Parte-se da constatação de que o país viveu um intenso processo de reformas educacionais, expresso em ações e medidas que alteraram a configuração do sistema, bem como o objetivo das políticas. Identifica-se clara orientação de focalização da política educacional no Brasil, obedecendo à mesma tendência evidenciada na condução das políticas sociais em geral e problematiza-se os programas de renda mínima associados à educação.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This article approaches education as social policy in the context of the educational reforms which have been taking place in Brazil since the 1990’s. It is based on the finding that the country has experienced an intense process of educational reform, which is expressed in actions and measures that have altered the configuration of the educational system as well as policy objective. A clear orientation of Brazilian educational policy is identified that follows social policies in general. Minimum income programs associated to education are analyzed.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[En el presente artículo se comprende a la educación como una política social en el contexto de las reformas educacionales en curso en el Brasil desde los años de 1990. Se parte de la constatación de que el país vivió un intenso proceso de reformas educacionales, expresado en las acciones y en las medidas que alteraron la configuración del sistema, así como el objetivo de las políticas. Se identifica que, la clara orientación de focalización de la política educacional en el Brasil sigue la misma tendencia evidenciada en la conducción de las políticas sociales en general y se problematiza los programas de renta mínima asociados a la educación.]]></p></abstract>
