O estudo é de natureza quantitativa, de caráter descritivo e explicativo, baseado em dados obtidos nas secretarias estadual e municipal de educação, provenientes do censo escolar e do Índice de Desenvolvimento da Educação Básica do Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira. A análise mostra que a rede municipal passou por dois momentos de reordenamento: o primeiro, associado ao processo de municipalização do ensino fundamental, e o segundo, a especialização das escolas na oferta de um único segmento do ensino fundamental, vinculado às políticas de avaliação em larga escala e a mecanismos de accountability implementados na educação básica do Ceará.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN El artículo analiza la organización de la red escolar en el municipio de Fortaleza, Ceará, del 1996 al 2019. El estudio es de carácter cuantitativo, descriptivo y explicativo, en base a datos obtenidos en las secretarías de educación estatal y municipal, del censo escolar y del Índice de Desenvolvimento da Educação Básica [Índice de Desarrollo de la Educación Básica] del Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira [Instituto Nacional de Estudios e Investigaciones Educativas Anísio Teixeira]. El análisis muestra que la red municipal ha pasado por dos momentos de reorganización: el primero, asociado al proceso de municipalización de la educación básica y el segundo relativo a la especialización de las escuelas al ofrecer un segmento único de educación básica, vinculado a políticas de evaluación amplias y a mecanismos de accountability implementados en la educación básica de Ceará.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The present paper analyzes the organization of the school network in Fortaleza, Ceará, from 1996 to 2019. The study is quantitative, descriptive, and explanatory in nature, based on data obtained from the state and municipal education departments, from the school census and Índice de Desenvolvimento da Educação Básica [Basic Education Development Index] of the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira [Anísio Teixeira National Institute of Educational Studies and Research]. The analysis shows that the municipal network has been through two instances of reorganization: the first one is associated with the municipalization process of elementary education and the second, with the specialization of schools in offering a single segment of elementary education related to large-scale evaluation policies and accountability mechanisms, implemented in elementary education in Ceará.]]></p></abstract>
