Para tanto, utilizou- -se metodologia de mensuração de capacidade estatal do campo das ciências políticas, em que foi adotado um modelo de análise para as subcapacidades municipais, com exame das exigências que todas as 17 estratégias dessa meta demandam da gestão pública municipal. Em seguida, verificou-se até que ponto os entes municipais já têm essas habilidades desenvolvidas. O estudo conclui que o modelo de Estado federativo brasileiro coloca inúmeros desafios para a implementação de políticas públicas sociais, em especial as educacionais voltadas para a primeira infância.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[RESUMEN El presente estudio evalúa las subcapacidades que necesitan tener o desarrollar los municipios brasileños para cumplir con la Meta 1 do PNE [Plan Nacional de Educación] 2014-2024. Para ello se utilizó una metodología de medición de la capacidad estatal del ámbito de las ciencias políticas, en la que se adoptó un modelo de análisis para las subcapacidades municipales, con el propósito de examinar las exigencias que todas las 17 estrategias de dicha meta demandan de la gestión pública municipal. Luego se verificó hasta qué punto los entes municipales ya han desarrollado tales habilidades. El estudio concluye que el modelo de Estado federativo brasileño plantea un sinnúmero de desafíos para implementar políticas públicas sociales, sobre todo las educativas que se destinan a la primera infancia.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT The present study evaluates the sub-capacities that Brazilian municipalities need to have or develop in order to comply with Goal 1 of the 2014-2024 PNE [National Education Plan]. Therefore, a methodology for measuring state capacity in the field of political science was used. It adopted an analysis model for municipal sub-capacities, examining the requirements that all 17 strategies of this goal demand of municipal public management. It then examined the extent to which municipal entities already have these skills developed. The study concludes that the Brazilian federative state model poses numerous challenges for the implementation of social public policies, especially educational policies aimed at early childhood.]]></p></abstract>
