Apoiado nisso, mostra que o Plano Nacional de Educação (2014-2024) é um importante instrumento de normatização e coordenação nacional que contribuiu para a redução das desigualdades regionais e o estabelecimento de padrões mínimos, além de mencionar o regime de colaboração como central na política educacional brasileira. No entanto, pouco se avançou no fortalecimento da colaboração estado-municípios. As experiências resultam da difusão de ideias a partir da circulação de atores no nível subnacional e da relação entre atores estatais e não estatais.]]></p></abstract>

Con base en ello, muestra que el Plano Nacional de Educação (2014-2024) es un importante instrumento nacional de normalización y coordinación que ha contribuido a reducir las desigualdades regionales y a establecer estándares mínimos, además de mencionar el régimen de colaboración como central en la política educativa brasileña. Sin embargo, poco se ha avanzado en el fortalecimiento de la colaboración estado-municipio. Las experiencias resultan de la difusión de ideas basadas en la circulación de actores a nivel subnacional y en la relación entre actores estatales y no estatales.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT This article seeks to understand whether and how national plans have made progress in terms of standardizing the collaboration regime in education, based on a qualitative analysis of the literature and data collected from documents and laws. Based on this, it shows that the Plano Nacional de Educação [National Education Plan] (2014-2024) is an important instrument of national standardization and coordination that has contributed to reducing regional inequalities and establishing minimum standards, as well as mentioning the collaboration regime as central to Brazilian education policy. However, little progress has been made in strengthening state-municipality collaboration. The experiences result from the diffusion of ideas based on the circulation of actors at sub-national level and the relationship between state and non-state actors.]]></p></abstract>
