Mediante la opinión de 26 expertos en calidad educativa, se logró establecer que factores como la cultura organizacional, la cultura de autoevaluación, el financiamiento adecuado y la gestión eficiente del conocimiento ayudan a mejorar el desempeño y, por lo tanto, contribuyen al logro del objetivo 4 de la Agenda del Desarrollo Sostenible 2030 de la Organización de las Naciones Unidas (ONU), que busca garantizar una Educación de calidad e igualitaria. El método de investigación es cualitativo y utiliza las técnicas de entrevista semiestructurada y un análisis estructural por medio de una matriz de impactos cruzados multiplicador aplicada a una clasificación (MICMAC) como herramientas para analizar las variables influyentes y dependientes esenciales en las instituciones de Educación Superior (IES). Entre los resultados se destaca la importancia de gestionar mecanismos que promuevan la creación, trasferencia y difusión del conocimiento como procesos claves para la efectividad organizacional; además, el presupuesto institucional y la cultura organizacional son variables influyentes que mejoran el desempeño de las UPE de México.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo Este artigo tem como objetivo identificar as variáveis-chave do desempenho institucional das universidades públicas estaduais (UPE) do México por meio de uma análise estrutural que reflete sobre os fatores que influenciam sua melhoria contínua. Através da opinião de 26 especialistas em qualidade educacional, foi possível estabelecer que fatores como cultura organizacional, cultura de autoavaliação, financiamento adequado e gestão eficiente do conhecimento ajudam a melhorar o desempenho, e, portanto, são uma contribuição para o alcance do objetivo 4 da Agenda 2030 da ONU para o Desenvolvimento Sustentável, que busca garantir Educação de qualidade e igualdade. O método de pesquisa é qualitativo e utiliza dois tipos de técnicas: entrevista semiestruturada e análise estrutural por meio de uma matriz de impacto cruzado multiplicador aplicada a uma classificação (Micmac) como ferramenta para analisar as variáveis essenciais influentes e dependentes em instituições educacionais. Entre os resultados, destaca-se a importância de mecanismos de gestão que promovem a criação, a transferência e a disseminação do conhecimento como processos-chave para a eficácia organizacional, além disso, o orçamento institucional e a cultura organizacional são variáveis influentes que melhoram o desempenho das UPE no México.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article aims to identify the key variables of the institutional performance of the Public State Universities of Mexico (PSU) through structural analysis that reflects on the factors that influence their continuous improvement. Through the opinion of 26 experts in educational quality, it was possible to establish that factors such as organizational culture, self-assessment culture, adequate financing, and efficient knowledge management help to improve performance and therefore contribute to the achievement of goal 4 of the UN 2030 Agenda for Sustainable Development, which seeks to guarantee quality and equal education. The research method is qualitative and uses two types of techniques: semi-structured interviews and structural analysis by means of a multiplier cross-impact matrix applied to a classification (MICMAC) as a tool to analyze the essential influential and dependent variables in educational institutions. Among the results, the importance of managing mechanisms that promote the creation, transfer, and dissemination of knowledge as key processes for organizational effectiveness stands out, also, the institutional budget and organizational culture are influential variables that improve the performance of PSU in Mexico.]]></p></abstract>
