Além disso, visa à discussão das estratégias que propõem o deslocamento da execução das políticas sociais do Estado para a sociedade, e o que fica como propriedade do Estado adquire a orientação do mercado, considerado parâmetro de eficiência. O texto apresenta também um debate acerca das redefinições ocorridas no papel do Estado e do contexto atual de mudanças nas configurações entre o público e o privado, evidenciado na gestão pública, apontando o caso do Instituto Ayrton Senna como exemplo da materialização dessa proposta de uma parceria entre o setor público e o terceiro setor.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This paper aims to analyze the links between public and private sectors, focusing on the context of the conservative diagnosis, used by the Third Way, in which the state is culprit of the present crisis. We discuss the proposed strategies to transfer the implementation of the state’s social policies to civil society, and to consider that what remain is the property of the State should be under the guidance of market efficiency parameters. We also adress the debate about the role atribuited to the state and the current context of changes in the definition of public and private, as evidenciated in public administration. We highlight an example, the Ayrton Senna Institute, of this proposal of partnership between public and third sector.]]></p></abstract>
