Adotou-se como recurso metodológico a análise de indicadores educacionais e de financiamento selecionados de bancos de dados oficiais e a criação de um índice sintético a partir de indicadores de condições de oferta da educação infantil observados na região. Os municípios que compõem o primeiro anel metropolitano de Curitiba constituem a referência espacial do estudo que utiliza como recorte temporal o ano de 2018. A análise dos resultados indica que, para esse grupo de municípios, a capacidade orçamentária parece estar mais associada ao gasto aluno/ano da educação básica e às condições de oferta da educação infantil do que à expansão do acesso das crianças de 0 a 5 anos. Em alguns casos, a expansão pode ser associada a menores índices de condições de oferta, o que pode demonstrar que a ampliação nem sempre tem sido acompanhada pela garantia das condições necessárias para a garantia de um padrão mínimo de qualidade na educação infantil e a materialização do direito à educação das crianças de 0 a 5 anos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The objective of this article is to analyze the context of the provision of early childhood education, in municipalities that have different budgetary capacities, and to present possible relationships between availability of resources, expansion of access and conditions of supply in early childhood education. The methodological resource was the analysis of educational and financing indicators selected from official databases and the creation of a synthetic index based on indicators of conditions of supply of early childhood education observed in the region. The municipalities that make up the first metropolitan ring of Curitiba constitute the spatial reference of the study that uses as a time frame the year 2018. The analysis of the results indicates that, for this group of municipalities, the budgetary capacity seems to be more associated with the student/year expenditure of basic education and the conditions of provision of early childhood education than with the expansion of access for children from 0 to 5 years old. In some cases, the expansion may be associated with lower rates of supply conditions, which may demonstrate that the expansion has not always been accompanied by the guarantee of the necessary conditions for the guarantee of a minimum standard of quality in early childhood education and the materialization of the right to education of children from 0 to 5 years old.]]></p></abstract>
