The methodology used is participatory research with the Public School and Democracy Group (GEPUD), which brings together communities from 15 state schools in the São Paulo network, five case studies, interviews with educators and analysis of content proposed by private agents formulating the program. Based on Gramsci&#8217;s concept of the State (2014), community participation in the decision-making process of the policy cycle and changes in the material conditions of schools are considered mediating elements in the analysis of this educational policy. The exclusion of community input, alongside a performative invitation to participate in institutional spaces of the Department of Education, in which the communities attended the presentation of the program by private agents, without the right to express their opinion, stand out; the precarious context of the implementation of the reform that affects the right to education of students with the low supply of classes in the formative itineraries, in addition to the exclusion of scientific and humanistic knowledge necessary for understanding and overcoming social problems. The anti-democracy that constitutes the program is represented by the spoken and unsaid content of the educational policy: what is proposed by its formulators and what was experienced by the communities of the schools participating in the research. In this sense, we seek to indicate that the problem of the reform of high school did not consist only in its implementation, but lies in its conception.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo O trabalho analisa a implementação da reforma do ensino médio no Estado de São Paulo, com foco no programa Inova Educação, componente de todos os itinerários formativos do Novo Ensino Médio, no período 2019-2022. Toma-se como metodologia a pesquisa participante junto ao Grupo Escola Pública e Democracia (GEPUD), que reúne comunidades de 15 escolas estaduais da rede paulista, cinco estudos de caso, entrevistas com educadores e análise de conteúdos propostos por agentes privados formuladores do programa. Com base no conceito de Estado de Gramsci (2014), a participação da comunidade na decisão do processo do ciclo da política e as mudanças nos contextos materiais das escolas são consideradas elementos mediadores da análise dessa política educacional. Destacam-se a ausência de participação da comunidade escolar na formulação e a convocação para participação de espaços institucionais da Secretaria de Educação, nos quais as comunidades &#8220;assistiam&#8221; a apresentação do programa por agentes privados, sem direito a opinar; o contexto precário de implantação da reforma que afeta o direito à educação de estudantes com a baixa oferta de aulas dos itinerários formativos, além da exclusão de conhecimentos científicos e humanísticos necessários para compreensão e superação dos problemas sociais. A antidemocracia constituinte do programa é representada pelo conteúdo dito e não-dito da política educacional: aquilo que é proposto por seus formuladores e o que foi vivido pelas comunidades das escolas participantes da pesquisa. Nessa direção, procuramos indicar que o problema da reforma do ensino médio não consistiu somente na sua implantação, mas está na sua concepção.]]></p></abstract>
